Summary

The Director, Procurement and Contracting (DPC) provides strategic leadership and operational oversight of ANTHC’s procurement and contracting functions. This position manages contracting staff and oversees complex contracts, negotiations, and competitive solicitation processes to ensure compliant, efficient, and value-driven outcomes aligned with organizational priorities.

The DPC partners with executive leadership and internal departments to support risk management, regulatory compliance, and sound stewardship of resources. This role is responsible for maintaining effective procurement policies, strengthening vendor management practices, and ensuring the overall performance of the Contracting and Procurement department.

Responsibilities

Procurement and Contract Administration

  • Directs, manages, and administers all procurement and contracting activities for ANTHC in accordance with federal, tribal, and organizational procurement policies. Ensures procurement practices promote transparency, competition, fairness, and best value while honoring tribal values and organizational mission.
  • Reviews, evaluates, and continuously improves procurement and contracting processes to enhance efficiency, compliance, and risk management. Develops and implements process improvements, templates, and standard operating procedures to support consistent enterprise-wide practices.
  • Ensures appropriate documentation of procurement decisions, contract files, and contract modifications to support audits, regulatory reviews, and internal controls.
  • Leads negotiations for complex, high‑risk, and high‑value contracts, including professional services, infrastructure, technology, clinical, construction, and systemwide initiatives.
  • Oversees the contract lifecycle from SOW development through award, implementation, modifications, renewals, and close-out, ensuring consistency and compliance with contracting standards.
  • Guides contract line‑item structuring, pricing models, and performance deliverables to reduce invoice discrepancies and support audit readiness.

Compliance, Disputes, and Risk Management

  • Evaluates, investigates, and resolves bid protests, vendor disputes, and contract claims in accordance with ANTHC procurement policy and applicable laws and regulations. Provides guidance to leadership on risk, exposure, and proposed resolution strategies.
  • Ensures organizational compliance with procurement policies, contractual obligations, grant and funding requirements, and customer service expectations. Implements controls and monitoring systems to identify and mitigate procurement and contracting risks.
  • Collaborates with Legal, Compliance, Finance, and Risk Management to address contractual issues, insurance requirements, indemnification provisions, and dispute resolution matters.

Organizational Leadership and Quality Initiatives

  • Actively participates in management and quality control initiatives, contributing procurement and contracting expertise to support organizational performance and accountability.
  • Represents Purchasing and Contracting on divisional and organization-wide planning committees, project teams, and leadership forums. Provides strategic input on contracting approaches, procurement timelines, and market considerations.

Customer Service and Education

  • Serves as a subject-matter expert and trusted advisor, providing information, guidance, and assistance within the scope of designated authority to executives, managers, project teams, and stakeholders.
  • Ensures internal customers and staff understand procurement and contracting processes, roles, timelines, and compliance requirements. Promotes a service-oriented approach while maintaining policy integrity and fiscal stewardship.
  • Develops and delivers training, tools, and communications to improve organizational understanding of procurement requirements and best practices.

Staff Leadership and Department Management

  • Provides leadership, direction, and guidance to the Contracting and Purchasing department, fostering a culture of professionalism, accountability, and continuous improvement.
  • Develops, monitors, and manages the department budget, ensuring responsible use of resources and alignment with organizational priorities.
  • Establishes departmental goals, objectives, and performance metrics in collaboration with staff. Assigns work, projects, and priorities consistent with employee skill sets and organizational needs.
  • Develops and implements staff training and professional development plans to ensure contracting officers and contract administrators maintain required competencies and certifications.
  • Coaches, mentors, and counsels staff to support performance, career development, and employee engagement. Implements corrective actions when necessary and conducts regular performance evaluations in accordance with organizational policy.

KNOWLEDGE, SKILLS, ABILITIES:

  • Extensive knowledge of procurement and contracting principles, practices, and procedures, including competitive solicitation methods such as Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and Invitations for Bid (IFBs).
  • In-depth understanding of governmental, tribal, and commercial contracting environments, including applicable laws, regulations, and best practices governing non-profit and healthcare-related procurement.
  • Working knowledge of federal grant and funding requirements affecting procurement and contracting, including cost principles, compliance, audit readiness, and documentation standards.
  • Knowledge of contract law fundamentals, contract formation, negotiations, administration, amendments, and dispute resolution.
  • Understanding of risk management concepts, including insurance requirements, indemnification, bonding, and allocation of contractual risk.
  • Familiarity with ethical procurement standards, conflict-of-interest requirements, and principles of transparency, fairness, and stewardship of organizational resources.
  • Knowledge of organizational governance structures and the role of procurement and contracting in supporting organizational strategy, accountability, and mission fulfillment.
  • Awareness of tribal values, cultural considerations, and sovereignty issues as they relate to procurement, contracting, and community impact.
  • Strong leadership and management skills with the ability to provide direction, mentorship, and oversight to contracting officers, contract administrators, and support staff.
  • Advanced negotiation skills, with the ability to lead complex contract negotiations and achieve outcomes that balance value, risk, and organizational priorities.
  • Excellent analytical and problem-solving skills, including the ability to evaluate bids and proposals, assess vendor risk, resolve disputes, and develop sound procurement recommendations.
  • Well-developed communication skills, both written and verbal, with the ability to explain complex procurement concepts clearly to executives, staff, vendors, and stakeholders.
  • Ability to build and maintain collaborative working relationships across all levels of the organization, including executive leadership, Finance, Legal, Compliance, and operational teams.
  • Strong organizational and project management skills, with the ability to manage multiple procurements and contracts simultaneously while meeting deadlines and compliance requirements.
  • Demonstrated ability to develop, implement, and improve procurement policies, procedures, and internal controls.
  • Budget development and financial management skills, including the ability to plan, monitor, and manage departmental budgets.
  • Proficiency with procurement, contract management, and financial systems, as well as standard office and reporting tools.
  • Ability to exercise sound judgment, discretion, and confidentiality when handling sensitive contract, financial, and organizational information.
  • Strong customer service orientation, balancing responsiveness to internal customers with adherence to procurement policy and regulatory requirements.

MINIMUM EDUCATION QUALIFICATION

A Bachelor’s degree in Accounting or related field. Progressively responsible professional work-related experience, education or training may be substituted for year-for-year basis college education.

Minimum Experience Qualification

Nonsupervisory - 15 years of direct procurement or contract management experience. Contract lifecycle management required. An equivalent combination of relevant education and/or training may be substituted for experience.

TO INCLUDE

Supervisory -– 10 years of direct supervisory experience with at least five years at a senior management level.
