Summary

Undergeneralsupervision,performs inspections onDivisionofEnvironmentalHealth&Engineering(DEHE)andANTHCconstructionprojectsdependingonareaofassignment.Servesas team memberto managedaily constructionactivitiesof assigned projects and safelycompletesactivities within scheduleand budget limitsestablished by projectmanager or engineer.

Responsibilities

Assists in developing, reviewing and maintainingschedules,health and safety plans,environmentalsafety plans and financialreportsfor DEHE construction projects in collaboration with Construction Leadership, projectmanagers,engineers and superintendents. Participates in assuringconstructabilityconcernsareaddressed.

A s part of a project team, assures that the scope of work is followed and that all materials, equipment and personnel needs are met in order to complete the project on schedule and budget. Supports Construction Leadership in managing the daily construction activities of assigned projects.

Reviews projectdesigns, and assistsmanagers with fieldconstructionpractices,materialandequipment needs. Assists in completingdetailedmaterialtakeoffsfrom design drawings todeterminethecostandtype of materialsneeded.Determinesprojectfundavailability.

Recommends cost-effective methodof shipping materials and equipmentto construction sites.Collaborates with material suppliers, freight companies,small purchasing and contracting departmentstoassure that materialsandequipmentareorderedanddelivered in atimelymanner and in workingcondition.

Reviews, processesandtracksproject invoices andpersonneltimesheets.Participates inintermittentand final inspections onconstructionprojectstoassurecompliance with specifications.Conductscompletionassessmentofproject and qualitycontrolinspections. Completesprogress and financial reports ofproject during constructionphase.

References drawings,designmanuals,regulations,technicalreferencemanuals,constructioncontractsandotherdocuments in performance of jobduties.

Travels to remote construction sites.

Performs other dutiesasassigned.

  • Knowledge of construction and projectmanagement,design review, andplanning techniques.
  • Knowledge ofthedevelopment, planning, design, construction and operationof sanitation facilities or related infrastructures in ruralAlaska or otherrural cold climates.
  • Knowledge ofelectrical and mechanicalprocessesandspecificationsforwater/wastewatersystems.
  • Knowledge of applicable environmental health statutes, rules, regulations, ordinances, codes, administrative ordersandotheroperationalguidelines and directives.

  • Knowledge of financial tracking techniques.

MINIMUM EDUCATION QUALIFICATION

A Bachelor’s degree in Project Management, Construction Management, Engineering, or related field. Progressively responsible professional work-related experience, education, or training may be substituted on a year-for-year basis for college education.

Minimum Experience Qualification

Non-supervisory - Six (6) years field construction experience. An equivalent combination of relevant education and/or training may be substituted for experience.

MINIMUM CERTIFICATION QUALIFICATION

Depending on the needs of the organization, some incumbents in this job class may be required to obtain additional certifications or training in one or more specialty areas.

Preferred Certification Qualification

Current American Red Cross First Aid and CPR certifications.

Additional Requirements

Must have a valid drivers license with a clean driving record.

M ust be able to obtain an Alaska Drivers License within six (6) months of hire.
