What are the responsibilities and job description for the Tier II Emergency Management Coordinator position at Alamance County Government?
This position is responsible for assisting and developing operational plans for emergencies, disasters, SARA Title III hazardous materials program, and the Integrated Preparedness Plan. Work includes assisting in planning and conducting emergency response training programs for volunteers, emergency response personnel and the public, and responding to disaster and emergency situations to provide support to all emergency response agencies. Work is performed under the general supervision of the Emergency Management Diirector and is evaluated through observation, review of reports, and feedback on services provided. Position subject to rotating on call responsibility, afterhours recall and extended emergency operations functions.
- Performs administrative and technical work in support of the County's emergency management program, SARA Title III hazardous materials program.
- Serves as the Secretary to the Local Emergency Response Committee (LEPC, responsible for taking minutes, preparing brochures, mailings, etc., works closely with the LEPC Chair.
- Assists in maintaining the Nixle Emergency Notification System as well as departmental media such as websites and social media.
- Serves in the absence of the Emergency Management Director or Designee, assumes appropriate Unified Command Structure role in the event of any Hazardous Material, Natural Disaster, or man-made incident (entire County, including all Municipalities) that meets reportable quantities or that presents immediate dangers to health and safety. These roles may include the following: Unified Command or sole Incident Commander, Emergency Operations Center Manager, Safety, Logistics Officer, Operations Section Chief, etc.
- Advises Fire Departments on hazardous material incident cleanup and mitigation. Training to perform these tasks must be maintained. Document incident information and send to NCEM, EPA, and/or NC DENR as per the appropriate protocol. Review any staff document before being sent to other agencies.
- Works closely with internal and external agencies regarding their roles in the event of an Emergency Incident as determined by Alamance County’s Emergency Operation Plan. This includes recommending, preparing, and developing plans and operational procedures with these agencies as well as implementing a training program and oversight to review and revise plans based on After Action Report Improvement plans. Some of these agencies include but are not limited to the following: Department of Social Services, Amateur Radio Emergency Service group (ARES), Health Department, Alamance Regional Medical Center, Elected Officials and Administrators, Municipalities, and Non-Governmental Organizations, etc.
- Implements and updates the County Integrated Preparedness Plan.
- Provides emergency operations training to volunteers, public, and county stakeholders as requested and needed.
Computer & Technology Skills: Prior computer skills experience with Microsoft Windows, and Microsoft Outlook 365. Prior experience with Communication Equipment, including radios, audiovisual equipment, GIS equipment and GPS units.
License/Credentials: Possession of a valid NC driver’s license and the ability to maintain a driving record that follows Alamance County policy. Certification as an Associate Emergency Manager by the North Carolina Emergency Management Association's Training and Certification Board within 2 years of hire; Certification to Operations Level in Hazardous Materials. Certification in Incident Command System to the ICS 300 level. • Accountability - Ability to accept responsibility and account for his/her actions.
