It is a partnership where the supported department has a few systems experts internally that are trained and understand the systems function from the departments point of view and service delivery. The IT System Administrator's role is to help with the enterprise level functionality (install, passwords, connectivity, initial setup, possible training and technical intervention) between vendor/creator and department systems expert and not necessarily the everyday implementation of the system. Examples include: Health software for the health department employees to keep track of patients, or a phone system that helps a department communicate to the public with designed phone trees, or a county wide digital time clock system for Human Resources, or a county wide office suite (Microsoft) for all employees.

Under limited supervision, this position is responsible for day-to-day operations of assigned system platforms: to include maintenance, operating system deployment, optimum security practices, product updates and general overall housekeeping.
