Position Overview
The Foreign Military Sales (FMS) Procurement and Sustainment Analyst provides senior-level acquisition, procurement, and sustainment support to the U.S. Army Combatant Capabilities Development Command – Simulation and Training Instrumentation (CPE STRI) in support of Foreign Military Sales (FMS) programs. The position supports planning, execution, and oversight of FMS procurement and sustainment activities and ensures compliance with applicable Department of Defense (DoD), Army, and Defense Security Cooperation Agency (DSCA) policies, procedures, and regulatory requirements.
Duties and Responsibilities
The FMS Procurement and Sustainment Analyst provides acquisition, procurement, and sustainment support for FMS programs across the system lifecycle. Responsibilities include, but are not limited to, the following:
- Provide acquisition, procurement, and sustainment analysis in support of FMS programs and initiatives
- Support analysis of draft Letters of Request (LORs) and Letters of Offer and Acceptance (LOAs) to support FMS case development and execution
- Support development, review, and coordination of FMS requirements packages and acquisition artifacts, including Statements of Work (SOWs), Performance Work Statements (PWSs), Technical Direction Letters (TDLs), Contract Data Requirements Lists (CDRLs), Quality Assurance Surveillance Plans (QASPs), Purchase Requests (PRs), Independent Government Estimates (IGEs), and associated financial tracking documentation
- Support procurement and sustainment planning activities to ensure FMS systems are effectively fielded, sustained, and supported
- Support preparation, review, and publication of reports, briefings, and white papers supporting FMS decision-making
- Support technical, management, and cost proposal evaluations in accordance with established evaluation factors, source selection criteria, and acquisition regulations
- Coordinate procurement and sustainment activities with contracting offices, program managers, logisticians, engineers, and other technical stakeholders
- Support sustainment execution activities, including tracking performance, schedules, costs, and risks associated with FMS programs
- Support compliance with applicable DoD, Army, and DSCA policies and procedures governing FMS and security cooperation activities
- Support coordination with Government leadership and stakeholders to ensure consistent execution of FMS procurement and sustainment processes
Required Qualifications
- Bachelor’s degree (required; no substitutions permitted)
- Active U.S. Government security clearance (required)
- Minimum 10 years of experience supporting acquisition, procurement, and sustainment activities for DoD programs
- Demonstrated experience supporting Foreign Military Sales (FMS) programs, including LOR and LOA development and execution
- Experience supporting development of acquisition and sustainment documentation, including SOWs, PWSs, CDRLs, QASPs, PRs, and IGEs
- Working knowledge of DoD, Army, and DSCA policies governing FMS and security cooperation activities
Job Types: Full-time, Contract
Pay: $75,500.00 - $80,750.00 per year
