Duties

  • Applying Air Force military special operations experience to develop and evaluate detailed operations plans, goals, and objectives for contingency execution.
  • Actively participates in strategic and time-sensitive EAF planning to improve organizational direction and meet USAF requirements within AFSOC resource constraints.
  • Analyzes the design, development, and population of selected deliberate/contingency plans related databases.
  • Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters,and convey information relative to proposed changes in assigned deliberate/contingency plans and projects.

  • Some travel by military or commercial air to conferences, meetings, or other functions away from the duty site.
  • Previous special operations deliberate/contingency planning experience is desired.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Standards for General Schedule Administrative and Management Positions, Management and Program Analysis Series, 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes the ability to gather, assemble, and analyze facts to draw conclusions, conduct analysis, and devise recommended solutions and the ability to comply with regulatory requirements and governing directives. Comprehensive knowledge of operations and logistics planning and methods for the assessment and improvement of deliberate/contingency plans that pertain to mission flight operations, strategic/tactical airlift, deployment, mobilization, rescue, and special operations. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the various command entities involved in overall planning and execution of operations and evaluations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of a wide range of operational and logistical command level plans and programs for conducting major operations within the Deliberate Planning Process. This includes Joint Phases of Deliberate Planning, and Roles and responsibilities of Joint Planning and Execution Community.
  • Knowledge of and skill in the application of Air Force special operations expertise as it applies to Crisis Action Planning. This includes Joint Crisis Action Procedures, Air Force Crisis Action Procedures, Special Operations Crisis Action Procedures, and Communication Interfaces.
  • Skill with the operation of JOPES/GCCS systems to include JOPES Functions supporting deliberate planning, JOPES Functions supporting crisis action planning, JOPES business rules, and Time Phased Force Deployment Data; Skill with the operation of DCAPES systems to include DCAPES functions supporting deliberate planning, DCAPES functions supporting crisis action planning, and DCAPES business rules.
  • Knowledge of and skill in the application of Air Force special operations expertise as it applies to EAF planning. This includes expertise with AFI 10-400 and AFI 10-244; Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; Knowledge of the relationship of the various command entities involved in overall deliberate/contingency planning and execution of military operations.
  • Knowledge of command assigned weapons systems; Ability to plan, organize, and lead others in projects and to negotiate effectively with management to accept and implement recommendations; Ability to communicate effectively; negotiate complex issues; and maintain good working relationships.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
