OPEN: 22 June 2026 CLOSE: 26 June 2026 The Air Force Nuclear Weapons Center (AFNWC) is currently seeking a full-time, Supervisory Management and Program Analyst 009326911M to work in the Capabilities Integration Division, Plans and Programs Directorate (XP) at Kirtland Air Force Base in Albuquerque, NM. The position is an NH-343-04 with a typical 2026 salary range of $127,141 - $194,417 locality included. This position’s duty location is at AFNWC Kirtland AFB NM with limited and infrequent teleworking (occasional situational/emergency only). The primary purpose of this position is to serve as a Supervisory, Resource Portfolio Management Program Analyst performing a variety of financial advisory functions for Planning, Programming, Budgeting and Execution (PPBE) activities, supporting the AFNWC Program Objective Memorandum (POM), Process Improvement, Support Agreements, and Strategy for the Capabilities Integration Division of the Plans and Programs Directorate (XP). This position is APDP and FM coded. This Program Analyst position blends the expertise of management analysis with the precision of financial management. Candidate needs to be able to effectively communicate and collaborate with AFNWC Staff/Divisions/Directorates, field level users and their respective support agencies. DUTIES: Serves as the point of contact for assigned AFNWC panel portfolios including planning/programming, funding allocation and other PPBE activities.
- Plans, organizes, and coordinates activities for budgetary and financial management principles as they relate and impact of assigned portfolio.
- Develops recommendations to higher management with regards to monitoring financial execution and administration work involving obligations incurred and the expenditures of a spend plan, and adjustments to support unanticipated funding changes.
- Conducts analyses, reviews, and evaluation of financial/related information that relates and utilizes program tools for process improvement, support agreements, strategy and corporate process.
- Reviews strategic and programming documents to assess impact and determine effect on portfolio and its baseline and budgetary limitations.
- Develops and maintains continuous working relationships with Directorates, AFNWC, MAJCOM, and operations partners.
- Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on processes/actions and maintains good working relationships. DESIRABLE EXPERIENCE
- Knowledge of management and organizational policies and procedures along with a comprehensive knowledge of planning, programming, and budgeting regulations and thorough knowledge of the military command's facilities planning, acquisition, and management process.
- Knowledge of the structure, programs, and work methods of organization(s) for financial management and budget work, and of congressional, agency, and OMB budget processes, procedures, and requirements to include briefing format and requirements.
- Proficient in Power BI, API development, and the Microsoft Office Suite, including advanced Excel functions for data modeling and analysis. Demonstrated expertise in data cleaning, manipulation, quantitative/statistical analysis, data visualization, and process optimization to drive operational efficiency and support data-driven decision-making.
- Experience applying a broad range of principles, practices, and both quantitative and qualitative evaluative methods to support regulatory and enforcement program administration. Skilled in identifying, analyzing, and resolving complex issues that impact organizational mission objectives, with the ability to independently plan, organize, and direct work, develop alternatives, and present strategic recommendations. REQUIREMENTS FOR THE POSITION:

- Required to obtain and maintain a Top-Secret security clearance.
- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. DoD FM Level 2 or Alternate Professional Certification (as identified by OUSD(C) is required or must be obtained in 24 months. This position also requires the employee to engage in acquisition continuous learning activities achieving 60 Continuing Education Training (CET) hours every 24 months.
- The employee must meet, or be capable of meeting, Defense Acquisition Workforce Improvement Act (DAWIA) Business Financial Management Practitioner (APDP Level 2 prior to Oct 2022) certification requirements applicable to the career category designated on the position description within policy timeframe. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning Points (CLP) every 24 months.
