Air Force Civilian Service is currently seeking a full-time Supervisory Financial Management Specialist to work in the Air Force Nuclear Weapons Center (AFNWC), Intercontinental Ballistic Missile (ICBM) Systems Directorate at Hill Air Force Base near Layton, Utah.

This position is an NH-0501-04 which has a typical 2026 salary range of $125,776 - $192,331 (including locality pay). *Recruitment, Relocation, Retention, and Student Loan Incentives may be authorized

The ICBM Systems Directorate is recruiting for a Supervisory Financial Management Specialist. You will work as part of the finance and cost analysis team supporting the ICBM portfolio of acquisition programs valued over $95B.

DUTIES:

• Serves as the Deputy Chief Financial Officer for the ICBM Systems Directorate.
• Responsibilities include all aspects of programming, budgeting, and budget execution.
• Accountable for implementation of the ICBM Systems Directorate’s policies and business practices.
• Represents the organization to multiple stakeholders including AFNWC/FM, AFMC/FM, AFGSC/A5, HAF/A8, SAF/FMB, SAF/FMC, OSD CAPE, and OUSD (C).
• Ensures effective integration of the organization’s budget and performance management functions.
• Serves as Deputy Organizational Senior Functional responsible for demonstrating leadership across the Directorate and the Center. Assesses and makes recommendations to organize, train, and develop the budget and cost functional specialty and workforce.
• Serves as expert advisor and consultant to the ICBM Portfolio Acquisition Executive (PAE) and the Chief Financial Officer.
• Performs Change Management and Strategic Planning on budget, requirements management and resource planning, product development and rate setting with the objective of assessing and shaping the current and future budget programming cycles and requirements.
• Acts as program planning Subject Matter Expert Lead in transition and transformation initiatives and other identified projects; and provide expert advice through data-driven cost-benefit analyses, discussion with financial management personnel of other DoD and Government Agencies, recommendations, or determination of solutions to problems; and development of action papers and/or courses of actions.
• Develops consistent messaging related to transformation priorities and resourcing that will help drive the narrative for justifications, requests for information (RFI), and materials for external stakeholders.
• Leads program analysis and strategic planning function.
• Advises on or develops detailed programming materials, including programming justification and documentation for investments and procurement programs for inclusion the POM and the Future Years Defense Plan (FYDP) submissions, preparation of materials for Presidential budget request, and required support justifications.
  
  

SKILLS:

• Demonstrates strong functional background in the programming, budgeting, and budget execution including decision support experience.
• Effectively communicates, collaborates, and influences other functional and program stakeholders.
• Demonstrates familiarity with various economic indicators, cost and finance software, tools, and methodologies is highly desired.
• Demonstrates mastery of the principles, concepts, laws, and regulations of financial administration and budgeting in order to theorize, plan and direct the entire financial management (planning, budgeting, accounting, internal controls, and performance reporting) program for a mission of national significance.
• Demonstrates superior knowledge in the requirements of financial management, accounting principles for Federal operating programs, and AF Internal Controls programs in order to oversee financial management operations and compliance.
• Demonstrates experience in developing, applying, and adjusting financial plans and policies to attain organizational objectives.
  
  

REQUIREMENTS FOR THE POSITION:

• U.S. CITIZENSHIP
• Employee must obtain and maintain the appropriate Top Secret security clearance.
• Work may occasionally require travel away from the normal duty station (up to 25%).
• APDP Level 3 in Financial Management is required within 24 months. The applicant must have Level 2 in Financial Management. This is a Critical Acquisition Position (CAP). Unless specifically waived by the appropriate component official, i.e., the Director of Acquisition Career Management for the component, the Service Acquisition Executive, or the Service Secretary, the following are statutorily mandated requirements. (1) Selectee must be a member of an Acquisition Corps, be able to obtain membership within six months IAW 10 USC 1733 and 1737, or secure an approved position requirements waiver prior to assignment unless they meet all the requirements for membership except grade. (2) Selectee must execute, as a condition of employment, a written agreement to remain in federal service in this position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment. (3) Selectee must meet level 3 certification requirements or be able to meet them within 24 months of assignment (with a waiver). (4) This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning Points every 24 months.
• DoD FM Level 3 is required. This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
• In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
• Advanced degree in Business Administration, Economics, Finance, or other related fields is highly desirable.
