The primary purpose of this position is to serve in the Center Senior Functional Office (CSFO) as a Human Resources Liaision (HRL) project lead/manager responsible for conducting comprehensive manpower requirements determination studies and organizational analyses of functionally aligned resources, functions, work processes and to provide management consultant capabilities to improve matters of mission effectiveness, resource efficiency, and resource savings. Serves as a subject matter expert analyst and advisor while performing civilian personnel and liaison duties as a member of the Center Senior Functional Office (CSFO). Utilizes expertise and independent judgment to provide senior leadership, commanders, managers, supervisors, and civilian employees with recommendations to improve support and management oversight for serviced organizations to ensure the most effective and efficient management of functionally aligned manpower and personnel. Requirements: -Must be able to obtain and maintain the required security clearance for the position. -May be required to travel away from the normal duty station on military or commercial aircraft IAW the Joint Travel Regulations (JTR) for training or mission accomplishment. -May be required to work extended or other than normal duty hours. -Personal data, to which the incumbent has access, is controlled by the Privacy Act of 1974 and must be safeguarded appropriately. Knowledge, Skills, and Abilities (KSA): 1. Extensive Knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing. 2. Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current strategies and performance. 3. Extensive knowledge or organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition, supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas. 4. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations. 5. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution. 6. Skill in interpreting and applying complex DoW, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.
