This position has a typical 2026 salary range of $76,463 - $118,204 (without locality).

Qualifications/Requirements

The primary purpose of this position is to serve as AFIMSC Support Agreement Manager subject matter expert providing Support Agreement Management expertise to Logistics Readiness Squadrons and other base support units at the Department of the Air Force installations enterprise wide. This position will integrate both AFIMSC staff activities, MAJCOMs, and installation requirements related to support agreement logistics planning. Provides in-depth support and oversight of base level support agreements operations, programs, and processes. As the AFIMSC Support Agreement Manager (SAM) and subject matter expert, provides technical expertise, guidance, counsel, and program oversight to approximately 80 installation SAMs by ensuring base-level agreements document necessary Supplier/Receiver support requirements and relationships, identify reimbursable support and services, and are developed and published in accordance with DOD and AF instructions and policies. Advises AFIMSC organizations in the development, revision, and termination of AFIMSC agreements with internal and external agencies. Establishes procedures to ensure prompt action in negotiating, revising, reviewing, and approving support agreements. Apply qualitative and quantitative techniques to analyze and measure support agreement effectiveness and efficiency. Participates in, and may lead, multi-service teams dedicated to improving support agreement programs. Researches, interprets, analyzes, and applies recognized concepts and procedures contained in applicable AF, Joint and DOD regulations, instructions and other policy directives. Lead Continual Evaluation and Support Agreement Management Tool (SAM-T) Program Manager. Serves as the Department of the Air Force’s lead manager for the Support Agreement Continual Evaluation program. Translates complex operational requirements affecting the health of the enterprise base-level support agreements program into actionable objectives to be met by SAM-T programmers. Provides installation SAMs and authorized personnel SAM-T guidance, access, permissions, and training. Ensures all supporting documentation necessary to continually review base-level support agreement programs is uploaded into SAM-T. Uses SAM-T to accomplish accurate and continual evaluations of base-level support agreement programs covering over 4,500 separate agreements across approximately 80 installations worldwide.

  • Must be a U.S. Citizen
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Must obtain and maintain the appropriate security clearance.
  • May be required to work overtime on an unscheduled or emergency basis.
  • This position requires the employee to travel away from the normal duty station periodically. Must be willing and able to travel on military and commercial aircraft
  • Recall to duty is a regular requirement of this position.
  • May be required to telecommute based on mission requirements for either exercise or real-world events.

Recruitment Knowledges, Skills, And Abilities (ksa)

  • In-depth knowledge of laws, policies, regulations, and precedents applicable to logistics management, Intra-service support, Inter-service support, and logistics readiness program execution.
  • Knowledge of regulations, instructions, practices, and precedents applicable to development, revisions, and termination of support agreements at joint, Service, Federal, and State agency level.
  • Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness.
  • Practical experience working with complex military command structures, missions and programs for organizations involved in logistics activities.
  • Demonstrated ability to work autonomously in gathering, assembling, and analyzing pertinent facts; draw conclusions; devise recommended courses of action; and package the entire process in briefings, papers, and/or reports suitable to inform senior leaders’ decisions.
  • Expert knowledge of available resources, responsibilities, and streamlined means for providing assistance and advice to resolve support agreement problems.
  • Demonstrated proficiency with Human Capital and Civilian Development Education processes and procedures.

  • Experience at the next lower broadband/grade level (or equivalent).
