The AFCS is looking for a Full-Time Housing Privatization Program Manager (Housing Management Specialist, GS-1173-09) to work at Vance AFB in Enid, OK .
The primary purpose of this position is to serve as the Housing Privatization Program Manager responsible for ensuring the Project Owner’s (PO) compliance with transaction documents and providing financial management oversight and analysis regarding the fiscal health of the housing project. Serving within the Civil Engineer function, this role directly champions base mission readiness by ensuring quality, safe, and suitable housing is made available to military members, their families, unaccompanied personnel, and eligible civilians. Key responsibilities include acting as the primary liaison between property management, residents, base leadership, and the project owner; conducting comprehensive operational assessments and property inspections; analyzing budgets, utility allowances, and reinvestment accounts; and delivering authoritative briefings and recommendations to base leadership and the Management Review Committee.
Salary Range is $61,722 - $80,243 based on experience.

- Knowledge of the principles of construction, contract acquisition, and program management
- Knowledge of appropriated fund budget systems, common business accounting principles, and generally accepted financial management principles and standards
- Ability to analyze interrelated issues of effectiveness, efficiency, and productivity, and develop sound recommendations to solve operational problems
- Ability to read and interpret construction drawings and specifications to verify construction adheres to approved plans and standards
- Knowledge of applicable municipal, county, state, and federal laws, codes, and ordinances governing the leasing, construction, operations, and utilization of housing facilities
- Strong communication, liaison, and customer service skills to maintain effective working relationships with base leadership, project partners, civic representatives, and residents
- A bachelor’s degree and professional housing certification are desirable
