The Air Force Civilian Service (AFCS) is looking for a Full-Time Budget Analyst, GS-0560-11 to work at the Civil Air Patrol/United States Air Force -FM (CAP-USAF) on Maxwell AFB in Montgomery, Alabama.
Civil Air Patrol-United States Air Force (CAP-USAF) works closely with the Civil Air Patrol (CAP) and provides oversight to the Federal Grant that runs CAP's aircraft, cadet and education programs and Air Force assigned missions. CAP handles a broad scope of functions to include emergency services. This position will involve close coordination with higher headquarters and other government agencies to fund and enable all mission requirements.
Skills desired: Financial and Budget Specialist, Federal Grants Management, Contracting knowledge.
Experience with budget and finance for FEMA (Federal Emergency Management Agency), DTS-(Defense Travel System), MOD (Modification to the Cooperative Agreement), MIPR RFM 448 (Military Interdepartmental Purchase Request), G invoicing knowledge and reimbursement experience are highly desired.

- U.S. Citizenship is required.
- Must be able to obtain & maintain a Security clearance.
- Education requirements: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0500/budget-analysis-series-0560/
- Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts.
- Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations.
- Skill in the application of methods and techniques (e.g., cost-benefit analysis, ZBB, amortization, depreciation, and pro-rating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding.
- Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
