The Air Force Civilian Service (AFCS) is looking for 2 Full-Time Budget Analyst, GG-0560-12 to work for the Joint Personnel Recovery Agency (JPRA) Directorate for Plans and Requirements at Fort Belvoir, VA.

• This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.

Qualifications/Requirements

You will perform a variety of budget functions involving formulation, execution, and daily operational management of travel and purchase programs. Performs daily financial transactions, monitors obligations and expenditures. Acts as a subject matter expert and reviewer/approver within DTS. Ensures all travel authorizations and vouchers comply with the JTR and agency policies. Oversee he GPC program for the assigned unit. Reconciles monthly US Bank Card statements and maintains audit readiness. Strong understanding of the JTR.

• Must be able to obtain and maintain a TOP SECRET security clearance with SCI background check.
• This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employees must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

• This is a Financial Management Level 2 Certified position IAW the National defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
• Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budgets in support of the mission, structure, goals, work processes, and programs of assigned organizations.
• Knowledge of missions, functions, goals, objectives, work processes, and sources of USAF funding.
• Knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports, payroll records, work reports, and inventory/supply data.
• Skill in the application of methods and techniques of mathematical and statistical analyses to cost estimating.
• Ability to gather, assemble, and analyze data to prepare budget estimates, develops alternatives, and makes recommendations to resolve budget/funding problems.
• Knowledge of automated data processing concepts, database maintenance, and systems capabilities to accomplish budget, financial, resource, supply and funding tasks.
• Skills in formulating, justifying, and/or executing assigned budget and funding programs.
• The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
• Overtime may be required as workload demands.
