POSITION DESCRIPTION TITLE: EXECUTIVE DIRECTOR

APPOINTING AUTHORITY: AOWN GOVERNING BOARD

This position provides the management and supervision necessary to develop and implement a comprehensive and coordinated system of services for the aged population residing in PSA-L. Development and management of appropriate operating area plans, team leadership, and applications for funds for the agency. This position requires the use of independent judgment in making decisions according to established policies and procedures. The ability to interpret and effectively present ideas and information, both orally and in writing to individuals and groups and AOWN Governing Board.

ESSENTIAL FUNCTIONS:

  • Administers the AOWN comprehensive and coordinated area plan of services.
  • Assures to the satisfaction of the AOWN Governing Board, Nebraska Division on Aging, and the Federal Administration on Aging that:

o Sound fiscal management principles are administered.

o Adequate and timely evaluations of the agency's service system and activities are administered.

o Services and programs funded by Federal, State, and local appropriations are in compliance with statutes and regulations; and

o Appropriate regulations, statutes, and Governing Board policies are adhered to.

  • Ultimately responsible for the hiring, assigning duties, evaluating, and supervising all agency personnel.
  • Responsible for the development and submission of the agency's area plans and annual applications for Federal and State funds. The plan development will be responsive to the needs of PSA-L's elderly citizens. This development will be in compliance of the Governing Board direction. It will be in accordance with Governing Board policy and appropriate Federal and State regulations and guidelines.
  • Provides recommendations to the AOWN Governing Board as to plans and long-range issues responsive to service needs. Development of objectives necessary for a comprehensive and coordinated system of services to assist in maintaining the independence and safety of the elderly of PSA-L.
  • Consult with and provide technical assistance to community groups, local governments, and organizations that are current or potential providers of services for the elderly.
  • Presentations to community groups and individuals as to the purpose and scope of the agency's programs, service, philosophy and policies.
  • Advocate for the elderly citizens and the agency.
  • Other duties as assigned by the AOWN Governing Board.
  • Creates, maintains, and updates a complex file system of records and ensures accuracy of same.

MINIMUM QUALIFICATIONS:

  • Bachelor's degree from an accredited college or university with concentration in such fields such as, Business Administration, Public Administration, Health, Political Science, or Social Science.
  • Four (4) years of responsible full-time employment in such fields as, manager of a small business, public administration, supervisor in private industry, adult education, public health, community organization, social work, or a related field.
  • Work duties require sporadically lifting and carrying up to forty pounds.
  • Able to travel.
  • Normal office hazards are encountered. i.e. prolonged sitting and stooping.
  • Valid Nebraska driver's license.
  • Proficient in written and oral communication.
  • Proficient telephone and interpersonal communication etiquette skills.
  • Experience in computer application and data entry.
  • Ability to work independently.

QUALIFICATION SUBSTITUTIONS:

  • Graduate study in an accredited college or university may be substituted for the required work experience on a year-by-year basis up to a maximum of two (2) years; or
  • Ten (10) years or longer ownership or management of business may be substituted for the required education.

Must maintain an acceptable level of attendance, punctuality and availability as determined by the Agency; must work such regularly scheduled hours as are determined by the Agency.
