Description: Agile5 Technologies is seeking a seasoned IT Project Lead to serve as the ISaaS Technical Director and Team Lead. This executive-level technical role is responsible for the successful development, implementation, schedule, and cost performance of a major program supporting the FBI. The Technical Director will serve as the official point of contact for Government representatives, managing multiple technical teams and supervising professional personnel across various disciplines. The ideal candidate will balance high-level budgetary oversight with deep technical expertise in the NIST Risk Management Framework (RMF) and cybersecurity operations.

IT Project Lead Job Duties:

• Serve as the ISaaS Technical Director and official Point of Contact (POC) for Government representatives; manage all sub-teams comprising the ISaaS program.

• Supervise, train, and provide technical direction to professional personnel; responsible for recruiting, interviewing, and hiring staff to meet program requirements.

• Manage all phases of the program budget, including monitoring subcontracts, funding, and preparing financial performance forecasts.

• Develop and maintain Standard Operating Procedures (SOPs) and Quality Assurance Programs for all products and services to enhance security operations and compliance.

• Utilize the NIST Risk Management Framework (RMF) to assess risks, identify business threats, and evaluate network security programs.

• Manage information security incidents to minimize risk to systems and data; develop security operations strategies to reduce vulnerabilities.

• Interface directly with clients and stakeholders to ensure satisfaction; develop collaborative relationships across various government branches to conduct cyber security operations.

• Develop and deliver required call order, departmental, project, and financial reports; perform analysis for call order reviews using various software tools.

Security Clearance Requirements: Active Top Secret / SCI (TS/SCI) clearance is required. Candidates must already possess this clearance level upon applying and be able to pass any additional agency-specific vetting or polygraphs as required.

Experience Requirements: Minimum of 10 years of prior relevant experience in IT project leadership or program management. 

• Proven experience managing large-scale programs (comprising multiple sub-projects) and diverse technical teams.

• Demonstrated experience managing program budgets, subcontract funding, and financial reporting.

• Extensive background in applying NIST RMF and deploying security best practices within a government environment.

Education Requirements: Bachelor’s degree in Computer Science, Information Technology, Business Administration, or a related field.

Desired Skills / Qualifications or Certifications:

• PMP (Project Management Professional)

• CISSP (Certified Information Systems Security Professional) 

• CISM (Certified Information Security Manager) – Ideal for the bridge between IT leadership and security strategy.

• SAFe Agilist (SA) – Beneficial for managing the flow of value in a scaled environment.

• ITIL Master/Expert – Helpful for the ISaaS (Infrastructure as a Service) delivery model.

• CISA (Certified Information Systems Auditor) – Useful for the Quality Assurance and compliance aspects of the role.

Location: On-Site in Washington, DC, or Clarksburg, WV or Huntsville, AL

Status: Full time

Schedule: Day shift, Monday–Friday

Physical Requirements: Must be able to remain in a stationary position for long durations of time. Also, must be able to continuously operate a computer and other office productivity machinery.
