We are seeking a highly experienced Soil-Cement specialist/engineer to support soil-cement construction operations for the CEPP Contract 11B - EAA A-2 Reservoir Embankment and Structures project. This role serves as a subject matter expert responsible for oversight, coordination, and technical guidance related to soil-cement mix design, production, placement, and quality control.The Soil-Cement Engineer will work closely with the Lead Geotechnical Engineer and project team to ensure compliance with project specifications and industry standards.
This is a large Army Corp of Engineers 5-year project in the Florida Everglades near Ft. Lauderdale, West Palm Beach, Plantation and Hollywood. This role is an on-site role at a busy construction site; it may include overnight responsibilities during active construction phases.

Key Responsibilities
- Provide technical expertise in all aspects of soil-cement construction, including:
- Mix design development and optimization
- Cement-treated soil testing, evaluation, and quality control
- Aggregate processing and gradation control
- Mixing methods, including pugmill operations
- Placement, spreading, and compaction techniques
- Support development and review of mix designs, trial batches, and demonstration sections
- Coordinate directly with the Lead Geotechnical Engineer and project team
- Attend weekly contractor meetings (in-person or via teleconference) during soil-cement operations
- Be present onsite during construction of the soil-cement demonstration section and as needed for critical operations
- Provide guidance on construction equipment selection, material proportions, and testing procedures
- Assist in troubleshooting field issues and optimizing production and placement methods
Minimum Qualifications
- 10 years experience in soil cement construction. Responsible party (Subject Matter Expert) for:
- At least three (3) successful soil-cement construction projects, OR
- At least one (1) successful project involving ≥600,000 square feet of soil-cement construction
- All qualifying projects must have been completed within the last 10 years and be similar in scope and complexity to this project
- At least one (1) project must include placement of flat-plate soil-cement on a slope of 4H:1V or steeper
- Demonstrated experience in:
- Preparation, testing, and control of cement-treated soils
- Aggregate processing and gradation control
- Pugmill mixing and other blending methods
- Soil-cement placement and spreading operations
- Construction equipment and material proportioning for soil-cement
- Ability to coordinate with geotechnical engineering staff and project stakeholders
- Strong understanding of soil-cement testing standards and construction practices
Preferred Qualifications
- Degree in Civil Engineering, Construction Management, Geotechnical Engineering, or related field
- Professional Engineer (PE) license or equivalent industry certification
- Experience working on USACE projects or projects governed by EM 385-1-1
- Prior experience on large-scale embankment, reservoir, or water resource projects
- Familiarity with Florida soils and environmental conditions
- Experience supporting mix design development for durability testing (e.g., wet-dry and freeze-thaw performance)
- Strong communication skills with the ability to support both field and office teams
