In order to qualify, you must meet the experience requirements described below. Qualifying Experience:
Requires a bachelor's degree or a minimum of three years of hands-on experience in Treasury management and accounting functions, to include cash concentration, check collections and settlement, general ledger and subsidiary processing, foreign exchange, EFT/ACH payments and collections, financial reporting, account analysis, and exception processing. Experience with commercial bank account relationships, and knowledge of related banking regulations.
Knowledge, Skills and Abilities (KSA's):

Responsibilities:
Senior analyst and lead bank relationship manager for over 100 commercial bank accounts. Design, develop, and implement cash management strategies, analyze accounts and processes to determine the price/value of services requested/received. Provide guidance and assistance to field activities for establishing, changing, and opening/closing of commercial bank accounts to include resolution of problems experienced by field activities with their servicing financial institutions. Responsible for a full range of cash management and analysis services for the global cash management and investment program (CMIP) affecting Air Force, MAJCOM, and installation level accounts, including electronic payments (i.e. ACH, wires), administering bank systems (i.e. online banking access and management), basic bank reporting, bank/cash reconciliations, etc. Plans, organizes and executes a variety of cash management techniques, including electronic data interchange (EDI) and electronic fund transfer (EFT) requirement, with the concentration bank and all other financial institutions. Makes decisions ensuring the integrity of over $5 million held in field bank cash subsidiary accounts are maintained by monitoring appropriate monetary levels are held and initiating actions to ensure excess cash resources are consolidated in a timely manner. Maintains an accurate record of daily cash position by tracking all banking transaction inputs for the concentration accounts through manual and automated methods, to include an array of cash collections and disbursements supporting over 80 field accounting offices and the Air Force central funds. Reviews foreign currency bank accounts using a variety of cash management techniques to ensure proper monetary levels are held and initiate actions to fund the accounts with the purchase of foreign currency. Reviews and analyzes technical papers, journals, banking regulations, National Automated Clearing House Association (NACHA) rules, and Air Force policy changes in order to determine their impact upon the CMIP application. Validates and processes global electronic fund transfer (EFT) transactions for automated clearing house (ACH) payments and wire transfers, in accordance with internal policies and procedures and pertinent rules and regulations. Serves as the back-up for all EFT issues, ranging from initial EFT vendor setup/approval through researching and resolving daily EFT payment issues. Serves as back-up system administrator for the internet-based information and payment system, accomplishing user accounts creation, maintenance, and approval. Consistently reviews current business processes, procedures, and internal controls, and provides recommended solutions. Conducts independent analyses, evaluations, and reports generation, as required, to support Treasury management functions. Provides training and support through the preparation and use of appropriate mediums (i.e. monthly planners, talking papers) and inhouse training sessions. Identifies, researches variances and issues related to position and initiates appropriate actions for problem resolution. Serves as primary focal point on all special project initiatives (i.e. software upgrades, online bank account upgrades) that includes reviewing solution for appropriateness to conducting required training to providing ongoing support.
