About African Services Committee: African Services Committee is a New York City-based multi-service human rights agency dedicated to assisting immigrants, refugees, and asylees from across the African Diaspora. With our staff representing the community we serve, African Services provides health, housing, legal, social welfare, education, nutrition, and advocacy services to more than 12,000 people a year in New York City, addressing the needs of newcomers affected by war, persecution, poverty, and other global health inequities.
Position Overview: The Senior Director of Operations serves as a member of the ASC Leadership Team and oversees the organization’s core administrative functions, including finance, human resources, office & facilities management, and information technology. This role reports to the Executive Director and is responsible for the development and implementation of administrative and financial strategies to optimize organizational effectiveness.
Major Duties and Responsibilities
Organizational Leadership
· Advises board members and senior staff on the organization’s financial condition and financial planning strategies through annual budget and audit processes
· Working in collaboration with the Executive Director and senior program staff, provides strategic leadership to ensure that programs are implemented effectively and that resources are aligned with ASC’s mission, vision, and strategic priorities
· Leads ASC’s talent acquisition and staff development efforts aimed at strengthening employee retention and staff satisfaction
· Leads the Operations Team, providing supervision and guidance to the Finance Director and Manager of HR and Administration to ensure robust fiscal and personnel management
· Ensures organizational compliance with legal, regulatory, financial, and human resources requirements
· Works collaboratively with the ED, Board, and leadership team to develop and implement organization-wide strategies, policies, and processes
· Prepares operational and board-level reports; facilitates board committee work
· Fosters an inclusive, positive, and results-driven work culture, championing staff development and organizational values.
Financial Management
Oversees all financial functions, including budget development, forecasting, financial analysis, compliance, reporting, and audit preparation for a $7M annual budget.
Budget, Contracts, and Cash Flow
· Leads development of ASC’s annual budget and mid-year reforecast
· Works with program directors to develop and modify budgets
· Guides multi-year financial planning in the context of ASC’s strategic vision
· Provides annual, quarterly, and monthly financial reports to the board and senior management
· Manages expense reporting and allocation methodologies to ensure that contract and grant revenue is maximized
· Oversees and strengthens the grants management process, including proposal review, compliance, timely reporting, and effective fund utilization, including:
o Securing contracts/contract renewals, negotiating with funders as necessary
o Maintaining the organization’s prequalification status
o Ensuring contracts are registered
o Projecting revenue by fiscal year
o Ensuring vouchers are submitted and funds received
o Working with program directors to develop and modify budgets
o Work with program directors to complete and submit grant renewals and grant applications
o Monitor performance of performance-based grants and track completion of deliverables
· Oversees cash flow projections to ensure that ASC is able to meet all financial obligations
Financial Operations and Audit
· Supervises the Finance Director in the management of accounts payable, accounts receivable, cash receipts and disbursements, payroll, journal entries, cash flow, revenue and expense management, monthly close procedures, and chart of accounts management
· Supervises the Finance Director in all aspects of Audit and 990 preparation
Human Resources, Benefits Administration, Office Operations, and Technology
● Oversees relationship with Professional Employer Organization (PEO)
● Leads development of organizational policies and procedures
● Leads organizational performance management process
● Implements the regulations and procedures associated with applicable personnel laws
● Supervises the Manager of HR and Administration in areas such as:
o The hiring process, including review of job descriptions, job openings posting, candidates screening and interviewing, and references validation
o Management of employee HR files, ensuring that ASC collects and maintains all appropriate documentation pertaining to employees
o Employee benefits
o Office liability insurance
o Office upkeep and repairs, and issues related to office space and office lease
● Works with outside IT consultant to ensure staff have the appropriate computer access and connectivity

Qualifications/Experience
· Minimum of 7 years of experience in non-profit management, including substantial experience in non-profit budgeting and accounting, government reporting, and human resources administration
· Demonstrated knowledge of accounting principles and human resources practices
· Minimum of 3 years of experience supervising staff, preferably in the areas of non-profit finance and accounting and/or human resources administration
· Experience with managing federal, state, and local grants
· Excellent analytical skills and experience with data management
· Strong software skills in MS Office, including Word, Outlook, and Excel
· Bachelor's degree in Accounting/Finance or appropriate relevant experience
· SHRM certification is a plus
Salary is commensurate with education and experience. Projected Range: $125,000-$135,000.
