  • This is a drug testing-designated position. The incumbent is subject to random drug testing. Drug Test requirement was modified to comply with AFI 44-107, Air Force Civilian Drug Demand Reduction Program, 7 April 2010. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Management and Program Analysis Series, 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the national security strategy process; knowledge of the missions, roles, functions, and organization of the Department of Defense, the U.S. Intelligence Community, and Federally Funded Research and Development Centers, think tanks, and academic institutions that support national security efforts; skill in interacting with and appealing to the authorities and value systems of Senate Appointed /Presidentially Confirmed Officials, Department of Defense Strategic Leaders, IC Senior Leaders, Other Senior Leaders within the Executive Branch to include the National Security Council Staff, Members of Congress, and their respective staffs.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the U.S. Department of Defense - its structure; how its roles and missions are informed by strategic-level documents such as the National Security Strategy, National Defense Strategy, National Military Strategy, Unified Command Plan, Contingency Planning Guidance, etc; and the responsibilities and inter-relation of Office of the Secretary of Defense, the Organization of the Joint Chiefs of Staff, Military Departments, Combatant Commands, and Defense Agencies.

2. Knowledge of the U.S. Intelligence Community's (IC) structure, roles, missions, responsibilities, and how the community organizations relate to each other and the Department of Defense.

3. Knowledge of the roles, missions, and areas of specialization / expertise of prominent external organizations (e.g. federally-funded research & development centers, think tanks, and academic institutions.

4. Skill utilizing DoD and IC computer systems (e.g. NIPRNET, SIPRNET, JWICS) and common software tools (e.g. Microsoft Office, etc.).

5. Extensive knowledge of research, structured analysis, and history of complex initiatives, utilization of archive materials, intelligence reporting, open source materials, and a range of government and nongovernment sources of information to conduct objective evaluations and assessments.

6. Ability to interact with, and appeal to, the authorities and value systems of Senate Appointed / Presidentially Confirmed Officials, Department of Defense Strategic Leaders, IC Senior Leaders, Other Senior Leaders within the Executive Branch to include the National Security Council Staff, Members of Congress, and their respective staffs. Ability to gather and objectively analyze data related to interactions with Senate Appointed / Presidentially Confirmed Officials, Department of Defense Strategic Leaders, IC Senior Leaders, Other Senior Leaders within the Executive Branch to include the National Security Council Staff, Members of Congress, and their respective staffs and to develop plans to address advocacy and communication shortfalls.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

The primary purpose of this position is: to support the Director of the Enterprise and Intelligence Support Office (EISO), in leading and managing the office and three divisions. The position is responsible for driving innovation in intelligence support to influence and information activities, fostering stakeholder engagement, and overseeing the development and execution of EISO's strategic objectives.

Duties
  • This position supports the Director of the Enterprise and Intelligence Support Office (EISO) by leading and managing the office's operations and its three subordinate divisions.
  • Intelligence Support Division Chief: Drives innovation in intelligence support to influence and information activities at the enterprise level.
  • Develops and implements new initiatives to foster advocacy and outreach to enterprise and program stakeholders.
  • Conducts scheduled engagements with Senate Appointed / Presidentially Confirmed Officials, Department of Defense Strategic Leaders, US Intelligence Community Senior Leaders, Other Senior Leaders within the Executive Branch to include the National Security Council Staff, Members of Congress, and their respective staffs regarding sensitive topics.
