Position Summary 

The Bilingual Program Coordinator provides leadership, coordination, and support for the district’s English Learner (EL), Dual Language, and Bilingual Education programs. The coordinator ensures compliance with federal and state requirements, supports instructional staff, and directly provides instructional and language development services to multilingual learners. This position manages an assigned caseload of students, oversees WIDA assessment administration, and collaborates with teachers and families to promote academic success and equitable access for English Learners. The coordinator also oversees and creates scheduling for all buildings and services for students and will work during the summer school session to support multilingual learner programs and services. This is a grant-funded position.  

 

Essential Duties and Responsibilities

  • Coordinate and monitor the district’s bilingual and English Learner (EL) programs to ensure compliance with Title III, ESSA, and Michigan Department of Education (MDE) regulations. 
  • Develop, implement, and evaluate bilingual and EL instructional programs, curricula, and assessments. 
  • Manage a caseload of identified English Learner students and provide direct instructional services in English language development and academic support. 
  • Collaborate with classroom teachers to design and deliver instruction that meets the linguistic and academic needs of EL students. 
  • Serve as the district coordinator for WIDA assessments (e.g., WIDA Screener, ACCESS for ELLs, and Alternate ACCESS), including test planning, training, administration, security, and reporting in compliance with state and federal guidelines. 
  • Assess student progress and maintain accurate documentation and reports in accordance with MDE requirements. 
  • Collect, analyze, and report EL student data for federal, state, and district accountability. 
  • Lead professional development for teachers and staff on culturally and linguistically responsive instruction. 
  • Serve as liaison between schools, families, and community organizations supporting multilingual students. 
  • Coordinate translation and interpretation services as needed. 
  • Assist in the preparation and management of program budgets and grants related to EL and bilingual education. 
  • Maintain current knowledge of federal, state, and local policies and best practices in bilingual and EL education. 
  • Support recruitment of bilingual tutors. 
  • Advocate for equitable services and family engagement for multilingual learners. 
  • Oversee and create scheduling for all district buildings to ensure appropriate EL and bilingual services are provided to students. 
  • Participate in and provide coordination for summer school programs serving English Learners and multilingual students. 

Qualifications 

Education and Certification: 

  • Bachelor’s degree in Education, TESOL, Bilingual Education, or related field required. 
  • Valid Michigan Teaching Certificate with English as a Second Language (NS) or Bilingual Education (NB) endorsement required or must obtain within a specified timeframe. 

Experience: 

  • Minimum of three (3) years of successful teaching experience, preferably with English Learners or bilingual programs. 
  • Experience in program coordination, compliance reporting, and professional development preferred. 
  • Experience providing direct EL or bilingual instruction required. 
  • Experience coordinating or administering state or federal language proficiency assessments preferred. 

Knowledge, Skills, and Abilities: 

  • Fluency in English and at least one additional language spoken by the district’s student population (preferred). 
  • Strong understanding of federal and state laws governing bilingual and EL education. 
  • Knowledge of WIDA assessment system, procedures, and reporting. 
  • Demonstrated ability to plan and deliver differentiated instruction to multilingual learners. 
  • Excellent organizational, leadership, and communication skills. 
  • Knowledge of FERPA and student data privacy standards. 
  • Ability to collect, analyze, and interpret student performance data. 
  • Ability to establish positive working relationships with diverse students, staff, and families. 
  • Ability to maintain regular, reliable, and on-site attendance consistent with district expectations and collective bargaining agreement provisions.

  • Physical Demands: While performing the duties of this job, the employee is regularly required to communicate effectively, both orally and in writing; use hands and fingers to operate standard office and instructional equipment; sit or stand for extended periods; and occasionally lift up to 25 pounds. 
  • Mobility and Safety: The employee must be able to traverse school buildings, campuses, and district facilities to observe instruction, provide services, and attend meetings. The employee must also be able to lead and direct others in the event of an emergency, following established safety procedures. 
  • Work Environment: The employee works in a standard office and school environment with moderate noise levels. The position requires frequent travel between district schools and occasional evening or weekend meetings. 

 

Terms of Employment 

  • Full-time, 12-month administrative position. 
  • Salary, benefits, and working conditions as established by the current Teamsters collective bargaining agreement and district administrative guidelines. 
  • This position includes required participation in summer school programming to ensure the continuation of services for English Learners and bilingual students. 
  • The Bilingual Program Coordinator is responsible for overseeing and creating service schedules for all district buildings. 
  • This is a grant-funded position, and continued employment is contingent upon the availability of grant funding. 

Evaluation 

Performance will be evaluated annually by the Director(s) of Curriculum in accordance with district policy and administrative procedures. 

Salary : $53,623 - $76,747
