School Business Administrator/Board Secretary
QUALIFICATIONS:
- Requirement as set by State Certification authorities for School Business Administrator.
- Graduate studies at a recognized school in an appropriate area.
- Demonstrate competence and have at least five years of experience, preferably in a school setting, in financial and accounting practices.
- Knowledge of and experience with computer program operations.
- Experience in a multi-school district preferred.
- Experience in GAAP accounting, financial budget planning, transportation services, insurance, facilities maintenance, food service, state reporting requirements, and grant development.
- Hold a valid driver license with no serious violations.
- Such alternatives to the above as the Board may find appropriate and acceptable within state law.
- Pass a NJ Criminal History check.
REPORTS TO:
Superintendent of Schools
JOB GOAL:
To administer the business affairs of the district in such a way as to provide the best possible educational services with the financial resources available. Carries out all responsibilities of the position of Board Secretary as established by law and New Jersey Administrative Code.
PERFORMANCE RESPONSIBILITIES:
- Attend all meetings of the Board as requested.
- Keep full and accurate minutes of all meetings of the Board.
- Sends a copy of such minutes to each member of the Board prior to the next regular meeting of the Board.
- Gives public notice of all meetings of the Board.
- Prepares, together with the Superintendent and the President of the Board, an agenda setting forth all known items of business to be considered at the meeting and to deliver the agenda to each member of the Board prior to the meeting.
- Publishes all legal notices concerning district business.
- Ensures that all district fiscal, insurance. custodial/maintenance, food and transportation services, financial activities and procurement comply with the policies of the Board and the regulations of the district and state law and regulations.
8. Manages a program of accounting and reporting for the financial affairs of the district, including handling of all funds.
- Billing and collection of tuition and other fees due to the Board
- Review all accounts and demands against the Board and presenting them to the Board at its meeting.
- Accounting of all financial transactions and reporting of same to the Board, monthly and annually
- Maintaining all contracts, records and documents belonging to the Board
- Reporting to the County Office of Education and the State Department of Education reports as required.
- Responsible for managing and directing the investment program for the Board of Education funds.
- Approves all vouchers authorizing the expenditures of moneys and supervises the monitoring of all purchase requisitions to determine correctness of information, price extensions and coding information.
- Prepares the annual budget based upon district resources, needs, assessments and other information provided by the Central Administrative Staff. Administers the budget control program.
- Acts as advisor to the Superintendent on the School Budget and on all other questions relating to the business and financial affairs of the district.
- Prepares financial reports as required by State and Federal agencies having jurisdiction over public school funds.
- Supervises the payroll operation for the district.
- Administers a program for purchasing supplies and equipment along with the Purchasing Supervisor.
- Serves as a financial consultant on all grant proposals originating in the district.
- Supervises personnel in the Business Office.
- Perform such other duties as may be required by the Board and Superintendent.
COMPENSATION:
$135,000 - $165,000

VACATION:
Negotiable. Vacation to be taken at the discretion of the Superintendent.
EVALUATION:
Performance of this job will be evaluated annually in accordance with provisions of the Board’s policy on Evaluation of Administrative Personnel.
Salary : $135,000 - $165,000
