Position Summary

The External Reporting & Government Relations Manager is responsible for overseeing all external reporting, compliance coordination, and stakeholder communications related to federally funded projects. This role manages reporting obligations across U.S. federal agencies, lenders, and joint venture partners, ensuring timely, accurate, and compliant submissions. The position serves as the primary liaison for reporting and compliance matters while proactively identifying risks and coordinating solutions with internal and external stakeholders.

Key Responsibilities

External Reporting Management
  • Develop and maintain the master external reporting calendar, tracking all reporting obligations across federal agencies, lenders, and joint venture partners.
  • Review and validate reporting packages prepared by internal teams to ensure compliance with grant agreements, loan covenants, and regulatory requirements.
  • Oversee the interpretation, consolidation, and quality assurance of project data used in external reports and presentations.
  • Coordinate the timely submission of all required reports, including progress reports, financial reports, and drawdown requests, to federal agencies, project lenders, and joint venture partners.
  • Serve as the primary point of contact for lender inquiries, feedback, and reporting requirements.
  • Manage the full grant and loan drawdown process, including the preparation and submission of disbursement requests and supporting documentation.
  • Ensure all reporting activities comply with applicable federal regulations and funding requirements.

Government and Stakeholder Relations
  • Act as the primary liaison with U.S. federal agencies, project lenders, and joint venture partners on reporting and compliance matters.
  • Identify reporting items with legal, financial, or reputational implications and escalate concerns to executive leadership and legal counsel as appropriate.
  • Proactively identify compliance risks, reporting gaps, and covenant issues, coordinating responses with compliance and contract management teams.
  • Represent the project during meetings, site visits, audits, and monitoring reviews conducted by federal agencies or lenders.
  • Coordinate internal preparation and follow-up activities related to audits, reviews, and stakeholder requests.
  • Monitor regulatory developments, policy changes, and agency guidance—including Uniform Guidance (2 CFR Part 200) and CHIPS Act implementation requirements—and communicate potential impacts to project leadership.

Required Qualifications
  • Bachelor's degree in Finance, Business Administration, Public Policy, or a related field.
  • Professional fluency in English, with exceptional written and verbal communication skills.
  • 10 years of experience in external reporting, grant administration, project finance, compliance, or related roles involving U.S. federal funding programs.
  • Working knowledge of federal grant regulations, including Uniform Guidance (2 CFR Part 200), and agency-specific compliance requirements.
  • Strong analytical and organizational skills, with the ability to manage multiple projects, reporting streams, and deadlines simultaneously.
  • Demonstrated ability to communicate complex financial and regulatory information to diverse audiences.

Preferred Qualifications
  • Experience working with CHIPS Act programs, Department of Energy (DOE) loan programs, or other large-scale federal infrastructure funding initiatives.
  • Experience in engineering, procurement, and construction (EPC) or other large-scale capital project environments.
  • Prior experience interfacing directly with U.S. government agencies, lenders, or multilateral financial institutions.
  • U.S. citizenship or permanent resident status.
