The Community and Economic Development (CED) Department serves Adams County through an integrated approach to community planning and investment. The Department partners with neighborhoods, businesses, agencies, and others to bring about positive change for Adams County. This position is part of the Department’s Planning & Development Division and also works in close coordination with the Public Works Department.


This position performs professional engineering work involving the review and inspection of public infrastructure improvements on private property including streets, drainage improvements, and other infrastructure for compliance with construction permits, as-built drawings, the County's Development Standards and Regulations, and Development Agreements, as well as state and federal standards and specifications. The ideal candidate will bring a solutions-oriented perspective and have experience in various field settings, as well as project management experience overseeing contractors in the event the County is required to utilize collateral to complete infrastructure improvements according to the terms of Development Agreements.


Examples of Duties for Success


  • Apply principles and practices of civil engineering and exercise professional judgement in reviewing reports and studies in conjunction with approved permits, plans, and as-built drawings
  • Manage and conduct inspection activities including coordination with developers, engineering professionals, contractors, the general public, and other County Departments
  • Evaluate applicants’ cost estimates and proposed designs for infrastructure improvements and calculate required collateral in conformance with County policy
  • Monitor compliance with approved Development Agreements for infrastructure improvements and manage the process for release of collateral upon completion of work
  • Retain collateral when needed and serve as a project manager and contract for services to complete required improvements in accordance with Development Agreements
  • Review site development plans and building permit applications for conformance with adopted regulations and standards
  • Research, analyze, and interpret development regulations in relation to infrastructure requirements
  • Provide technical assistance and support to developers, builders, contractors, and the general public pertaining to County engineering and related requirements; as well as process a variety of development permits
  • Answer questions and provide information to the public, investigate complaints, and recommend corrective actions as necessary to resolve complaints and solve technical problems
  • Identify the need for changes to processes, policies, and systems to improve project coordination, avoid costly mistakes, and provide excellence in customer service
  • Prepare and/or review the completeness and accuracy of computations, preliminary layout and design work from field, and survey data
  • Demonstrate professionalism and technical acumen when interacting with contractors, developers, and engineers, as well as professionalism and respect in all interactions with colleagues, elected officials, and the general public
  • Maintain and organize complete project documentation to include reports and studies, maps, construction project documents, field notes and inspection reports; oversee the recording of formal documents (easements, surveys, etc.) as needed for the County
  • Perform other related duties and responsibilities as required.


Supervisory Responsibilities:

  • Serves as a project lead. May exercise direct supervision over staff, but primarily consultants and contractors when serving in a project management capacity.


Qualifications for Success


  • Must have comprehensive knowledge of construction documents and standards, interpretation thereof, and understanding of related specifications
  • Ability to prepare clear and accurate technical reports and memoranda
  • Experience applying principles and practices of civil engineering, including roadway and drainage system design and construction
  • Experience serving as a project manager and overseeing contracted services to ensure projects are completed on time and within budget
  • Ability to conduct inspections of various types of civil engineering projects and prescribe corrective measures when needed
  • Experience independently managing a portfolio of engineering projects and tracking contractual requirements and deadlines
  • Ability to perform technical research and solve multi-disciplinary engineering problems through collaboration and effective communication
  • Current knowledge of pertinent federal, state, and local laws, codes, and regulations, including deeper technical understanding of laws and regulations specific to civil engineering
  • Commitment to establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work
  • Excellent mathematical skills including algebra, geometry, and trigonometry as applied to engineering and construction projects
  • Proficiency with a range of computer applications, including MS Office, GIS, and AutoCAD, as well as the ability to operate digital cameras, scanners, printers, plotters, etc.
  • Strong ability to communicate clearly and concisely, both orally and in writing, with a range of audiences, adapting as needed to both technical experts and the layperson

Field Engineer III

Experience: Minimum of six (6) years of increasingly responsible professional civil engineering experience.

Education & Training: Bachelor’s degree in civil engineering from an accredited college or university.

Licenses or Certificates:

  • Possession of an EI Certification is preferred.
  • Possession of or the ability to obtain a valid Colorado Driver’s License

Field Engineer – Senior

Experience: Minimum of ten (10) years of increasingly responsible professional civil engineering experience.

Education & Training:

  • Bachelor's degree in civil engineering from an accredited college or university.
  • A master’s degree may substitute 2 years’ required professional experience.
  • A degree in environmental engineering may also be considered, provided the applicant meets the experience requirement within the field of civil engineering.

Licenses or Certificates:

  • Current registration as a Professional Engineer (PE) in the State of Colorado is preferred and may substitute 1 year required professional experience.
  • Registration as a Certified Floodplain Manager is preferred.
  • Possession of or the ability to obtain a valid Colorado Driver’s License

Background Check -All Levels: Must pass a criminal background check
