Job Description
The Project Controls Specialist supports the successful delivery of complex programs by implementing and maintaining program reporting tools, developing and analyzing schedules and cost forecasts, and producing clear, client-facing program controls reports. This role works closely with project teams to ensure accurate planning, cost management, risk identification, and performance reporting across all phases of a program.
Responsibilities
- Support the implementation and maintenance of the program reporting data warehouse and produce accurate, client-facing program controls reports and data.
- Support clients in configuring program functions in planning and controls software, including critical path scheduling, estimating, project cost management, forecasting, document control, and reporting across a program.
- Perform quality review and support implementation of program execution manuals to ensure consistency and compliance with established processes.
- Support quality review of Earned Value Management (EVM) system reporting to verify accuracy and alignment with project performance.
- Perform quality review, input and document changes, and present cost management and forecast reports to program stakeholders.
- Input data, document changes, perform quality reviews, and present cost management reports clearly and confidently to program stakeholders.
- Develop and present cash flow reports to program stakeholders, explaining key trends and variances.
- Analyze data, review logs, and run reports in planning and controls software to support informed decision-making.
- Create Work Breakdown Structures (WBS) and develop various levels of schedules, applying logic ties within the schedules and performing schedule what-if scenarios to proactively identify and monitor progress risks.
- Develop, execute, review, and analyze pre-programmed program scheduling reports and supporting documentation for accuracy and completeness.
- Monitor resource loading within schedules to help ensure adequate staffing and efficient resource utilization.
- Input and validate progress measurement data and maintain progress curves to track performance over time.
- Perform field audits to validate the accuracy of reporting, data, and processes and recommend corrective actions when needed.
- Support implementation of risk management processes by identifying potential risks to the project and assisting in the development of mitigation strategies.
- Support Interactive Program Planning Meetings (IPPM) by preparing data, reports, and schedules and contributing to planning discussions.
- Analyze forecasted program costs, including performance against an established schedule with critical milestones, and highlight variances and trends.
- Serve as a point of contact for technical project controls questions from the program team, providing clear and timely guidance.
- Assist senior controls personnel with updates to internally facing financial systems and ensure data integrity.
- Assist in communicating the impact of changes to internal financials as directed, translating technical information into clear messages for stakeholders.
- Maintain effective working relationships with existing and potential clients, customers, and contractors to support collaboration and program success.
- Perform other duties as assigned in support of project controls and program delivery.
- Comply with all organizational policies, procedures, and standards in daily work.
- Bachelor’s degree in engineering, construction management, or a related field and 3 years of direct project controls experience, or an equivalent combination of applicable experience in lieu of a degree.
- Direct experience in project controls, including cost control, forecasting, and scheduling.
- Hands-on experience with project controls functions such as critical path scheduling, estimating, project cost management, forecasting, document control, and reporting.
- Proficiency with Oracle Primavera P6 or similar scheduling tools, with the ability to develop and maintain complex project schedules.
- Strong skills in developing and analyzing Work Breakdown Structures (WBS) and schedule logic ties.
- Experience preparing and reviewing cost management, forecast, and cash flow reports.
- Ability to analyze forecasted program costs and performance against schedules with critical milestones.
- Proficiency with Microsoft Office applications, including Excel, Word, and PowerPoint, for data analysis and report preparation.
- Excellent written and verbal communication skills, with the ability to present complex information clearly to stakeholders.
- Excellent interpersonal skills and the ability to collaborate effectively with project teams, clients, and contractors.
- Ability to perform detailed quality reviews of reports, schedules, and cost data to ensure accuracy and consistency.
- Ability to obtain OSHA 10-hour safety certification.
- Experience with Oracle Primavera P6 preferred, including running reports, analyzing logs, and performing what-if scenarios.
- Experience working on construction or infrastructure projects, with familiarity in construction scheduling and estimating.
- Exposure to Earned Value Management (EVM) systems and reporting practices.

This is a Contract to Hire position based out of Kansas City, MO.
Pay and BenefitsThe pay range for this position is $45.00 - $48.00/hr.
