We are seeking a Project Controls Manager to oversee and monitor total project costs, including design, construction, force account, insurance, utilities, arts, real estate, third parties, and contingencies. The role involves preparing monthly BCWP/earned value, EAC, cash flow reports, budget updates, and contractor cost of work done. You will review contractor-submitted change orders, validate their legitimacy through specifications, contracts, and drawings, and evaluate claims to support negotiation strategies and write formal responses. This position requires maintaining force account records across MTA departments, preparing Contingency Management Reports (CMR) and project cost summaries, and serving as a key liaison between MP Engineers, AECOM/HNTB, MTA C&D, and Halmar International. This is a mission-critical, senior role requiring technical expertise, decisiveness, and strong personality presence.
Responsibilities- Monitor and manage total project costs, including design, construction, and other related expenses.
- Prepare and present monthly reports on earned value, cash flow, budget updates, and contractor costs.
- Review and validate contractor-submitted change orders, ensuring compliance with specifications and contracts.
- Evaluate claims, support negotiation strategies, and draft formal responses.
- Maintain force account records across MTA departments.
- Prepare Contingency Management Reports (CMR) and project cost summaries.
- Act as a liaison among various stakeholders, including MP Engineers, AECOM/HNTB, MTA C&D, and Halmar International.
- Drive financial governance and protect MTA interests at all stages.
- 15 years in construction cost controls, project controls, or commercial management.
- Extensive experience with MTA rail/transit projects.
- Proven experience managing change orders, claims, dispute resolution, and budget forecasting.
- Strong command of contract documents, specifications, drawings, and ability to rule on contractor claims.
- Expertise in Excel, as MTA relies heavily on Word/Excel.
- Bachelor’s degree in Engineering or related field required.
- Strong communication skills with the ability to stand ground against large contractors.
- Experience in high-stakes negotiations and writing clear, defensible contract justifications.
- Strong financial acumen in forecast modeling, EAC, and risk assessment.
- Experience on large-scale projects ($500M ); $1B strongly preferred.
The position is 100% on-site, Monday to Friday, at 125th Street & Lexington, with limited flexibility and no hybrid option starting out. It involves heavy coordination with MTA, AECOM/HNTB, and Halmar in a fast-paced, highly visible environment with daily interactions across multiple stakeholders. There is no parking provided; the best commute options are the 4/5/6 lines.
