Description: ACT1 Federal is seeking an experienced Congressional and Legislative Analyst to provide legislative research, congressional engagement preparation, inquiries, hearing and briefing materials, correspondence, and coordination with Navy stakeholders in support of industrial base and fifth shipyard decisions. 

Responsibilities: 

Congressional and Legislative Analysis: 

• Monitor and analyze pending and enacted authorization, appropriations, supplemental, and other legislation affecting Navy industrial-base programs, authorities, investments, and priorities. 

• Review bill text, amendments, committee reports, explanatory statements, hearing records, testimony, congressional correspondence, and Government reports for requirements, restrictions, deadlines, and emerging issues. 

• Assess the programmatic, budgetary, acquisition, production, supplier, infrastructure, workforce, and policy implications of congressional action or proposed legislation. 

• Maintain legislative crosswalks, trackers, calendars, issue histories, and traceability from congressional direction to responsible organizations and required actions. 

Legislative Product Development: 

• Support development and coordination of legislative proposals, appeals, impact statements, information papers, reports to Congress, responses to questions for the record, and other authorized products. 

• Prepare concise summaries, talking points, briefing materials, read-aheads, issue papers, decision memoranda, and leadership updates concerning congressional matters. 

• Coordinate factual and technical inputs from DASN DIB directorates, Navy Secretariat organizations, resource sponsors, systems commands, program executive offices, program offices, counsel, comptroller, and other stakeholders. 

• Review products for accuracy, consistency, completeness, sourcing, deadlines, appropriate caveats, and alignment with approved Government positions. 

• Maintain controlled versions, coordination records, source documentation, suspense status, and disposition of congressional or legislative taskings. 

Leadership and Engagement Support: 

• Support preparation for hearings, briefings, staff engagements, oversight reviews, and other authorized interactions involving DASN DIB priorities. 

• Develop anticipated questions, supporting facts, issue backgrounds, risk considerations, and post-engagement action tracking for Government review. 

• Advise directors on legislative timelines, committee interests, reporting obligations, and potential effects on program execution or industrial-base initiatives. 

• Provide rapid analysis of emerging congressional issues while safeguarding predecisional, legislative, budget-sensitive, proprietary, and classified information. 

Requirements: 

• Bachelor’s degree in political science, public policy, government, communications, or related field. 

• 10 years in legislative affairs, congressional relations, federal policy, or defense headquarters support. 

• Strong knowledge of congressional authorization, appropriations, oversight, hearing, reporting, and legislative processes, including the National Defense Authorization Act and defense appropriations cycle. 

• Demonstrated experience analyzing legislative language and committee direction and assessing programmatic, budgetary, acquisition, or policy effects. 

• Experience preparing executive briefings, legislative analyses, congressional reports or responses, issue papers, talking points, and senior-leader materials. 

• Exceptional writing, research, coordination, and quality-control skills; proficiency with Microsoft Word, Excel, PowerPoint, Outlook, and collaboration tools. 

• Ability to work primarily on site at the Pentagon and support time-sensitive congressional taskings outside normal business hours when required. 

• Active Top Secret Clearance required.
