The essential functions of this role are as follows:
· Provide technical and procedural assistance to taxpayers, taxpayer representatives, other divisions within the agency, and other state agencies.
· Conduct extensive research to resolve complex issues related to payments and/or returns for taxpayers, including research in DORs software and database applications or unpaid/unfiled tax liabilities.
· Create billings/liabilities in DORs software and database applications according to court orders. abates penalties and interest accordingly.
· Collect evidence in Investigations cases, including preparation of documents to establish continuity of custody for items of evidence to ensure that judicial requirements are met.
· Complete disclosure requests for confidential taxpayer information by performing a thorough review of the request and analyzing the Department’s records
· Research taxpayer entities that have not filed returns but have a legal obligation to file.
· Develop cases to determine the accuracy and validity of submitted financial statements, tax returns, and other applicable documentation.
· Perform and complete audit tests on financial documents and analyze results.
· Maintain and track all assessments and collections efforts to provide up-to-date data on ongoing and completed projects.
· Perform routine systematic and documented reviews of available data to identify inconsistencies and abnormal trends to address potential discrepancies.
These additional duties may be performed depending on the job assignment:
· Audit Desk: Perform investigations and/or audits to determine and maintain compliance, enhance collections, and increase enforcement efforts. Investigate and/or audit cases involving non-filers or under-reporting of taxes, special refunds, etc. Design and perform necessary audit procedures, analyze, and interpret audit test results.
· Investigations & Internal Affairs: Serve as the primary case agent for assigned cases, with responsibility for all elements of the investigation from initial report up to administrative action.
What You'll Need for Success:
You must meet the following requirements to be considered for employment:
· Eight (8) years of experience in accounting, tax collection, finance, or customer service.
· Extensive knowledge of state and federal tax laws, rules and regulations applying to each of the several types of taxes.
· Specialized knowledge of the computer systems and tracking systems, especially DOR software and database application.
· Extensive knowledge of accounting and auditing techniques used by businesses and industries.
· Ability to apply and understand ethics and confidentiality laws.
· Ability to discuss and settle technical tax matters in a tactful and responsive manner with taxpayers and tax practitioners using customer service skills for problem resolution.
· Ability to understand various taxpayer accounting and auditing systems.
· Ability to research tax laws and apply precedents to the matter under investigation.
· Ability to comprehend, analyze, interpret, and correlate very technical material.
· Ability to testify clearly and succinctly in court trials and hearings.
