Position Overview

The Enhanced Behavior Support Homes (EBSH) Assistant Administrator oversees the daily operations of the facility and ensures the delivery of high-quality, person-centered care to individuals with developmental disabilities and complex behavioral needs. This role provides leadership, operational oversight, and strategic support to interdisciplinary teams while maintaining regulatory compliance and fostering a safe, structured, and supportive living environment. The Assistant Administrator plays a critical role in strengthening relationships with staff, families, service providers, and regulatory agencies to enhance resident outcomes and overall program success.


Key Responsibilities

1. Operational Leadership and Management

  • Direct and manage daily operations of the Enhanced Behavior Support Home(s) in compliance with all state and federal regulations, licensing standards, and organizational policies.

  • Supervise and support a multidisciplinary team, including direct support professionals, behavior analysts, case managers, and other related staff.

  • Develop, implement, and maintain operational policies and procedures to ensure efficiency, safety, and quality of care.

  • Oversee staffing functions, including scheduling, recruitment, retention, and professional development to maintain appropriate staffing levels.

  • Monitor and manage operational expenses to ensure adherence to budgetary guidelines and cost-effective practices.

  • Conduct routine audits and operational reviews, implementing corrective actions as needed to improve service delivery.

2. Quality of Care and Client Outcomes

  • Oversee the development, implementation, and ongoing evaluation of individualized Behavior Support Plans (BSPs) in collaboration with clinical and behavioral health professionals.

  • Ensure services promote positive behavioral outcomes, skill development, independence, and overall quality of life for residents.

  • Maintain a person-centered care approach that prioritizes each resident’s goals, preferences, and individual needs.

  • Monitor the effectiveness of interventions and adjust strategies to ensure optimal outcomes.

  • Support staff in applying trauma-informed care practices and safely addressing challenging behaviors.

3. Regulatory Compliance and Reporting

  • Ensure full compliance with all applicable regulatory, licensing, accreditation, and funding requirements.

  • Maintain accurate and timely documentation, including resident files, incident reports, staff training records, and compliance materials.

  • Prepare and submit required reports to regulatory agencies, funders, and other stakeholders within established timelines.

  • Conduct risk assessments and compliance audits, addressing deficiencies promptly to protect resident and staff safety.

4. Staff Training, Development, and Supervision

  • Recruit, hire, train, and supervise staff to ensure they are prepared to meet the complex needs of the resident population.

  • Implement comprehensive onboarding and ongoing training programs to support professional growth and service excellence.

  • Provide consistent supervision, coaching, performance evaluations, and corrective action when necessary.

  • Foster a collaborative, respectful, and team-oriented work environment that encourages communication and accountability.

5. Family and Community Relations

  • Establish and maintain strong partnerships with residents’ families, guardians, and support networks through open communication and collaboration.

  • Serve as the primary liaison with external providers, including healthcare professionals, behavioral specialists, and community resources.

  • Promote program awareness and advocate for resident needs within the community and professional networks.

6. Crisis Management and Risk Mitigation

  • Develop and implement crisis response and intervention protocols to ensure resident and staff safety.

  • Ensure staff are trained in de-escalation techniques, emergency procedures, and safety protocols.

  • Review and investigate incidents and safety concerns, identifying root causes and implementing preventative measures.

Qualifications:

Education

  • Bachelor’s degree in Healthcare Administration, Social Work, Psychology, or a related field required.

  • Master’s degree preferred.

Experience

  • 3–5 years of experience in a residential care setting, with at least 2 years in a leadership or administrative role.

  • Background working with adults with disabilities, mental health conditions, or special needs is strongly preferred.

  • Solid understanding of state and federal regulations for adult residential facilities.

Skills

  • Strong leadership and team management abilities.

  • Excellent written and verbal communication skills.

  • Skilled in budgeting, staffing, and resource management.

  • Effective problem-solving and decision-making abilities.

  • Ability to support and engage diverse populations while navigating challenging situations.

Certifications

  • Adult Residential Facility Management Certification (as required by local regulations).

  • Current CPR and First Aid certification.

  • Additional certifications (e.g., Nursing Home Administration, Social Work) are a plus.
