Job Title: Administrator – Community Care Home (CCH)
Location: Kern County, CA
Position Summary
The Administrator is responsible for the overall operation and management of a Community Care Home (CCH) serving individuals with developmental disabilities. This role ensures compliance with all applicable regulations set forth by the California Department of Developmental Services (DDS) and California Department of Social Services Community Care Licensing Division, while maintaining a safe, person-centered, and supportive environment.
The Administrator oversees staff, resident care, regulatory compliance, and quality assurance to ensure services are delivered in accordance with Individual Program Plans (IPPs), Title 17, and Title 22 regulations.
Key Responsibilities
Regulatory Compliance & Quality Assurance
- Ensure ongoing compliance with DDS, CCLD, Title 17, and Title 22 regulations
- Maintain readiness for audits, surveys, and inspections (DDS/CCL)
- Oversee documentation systems to ensure accuracy, completeness, and timeliness
- Implement and monitor quality assurance and performance improvement processes
Program Operations
- Direct day-to-day operations of the CCH, ensuring a safe and structured environment
- Ensure delivery of person-centered services aligned with each resident’s IPP
- Coordinate with regional centers, interdisciplinary teams, and external providers
- Oversee incident reporting, medication management, and health & safety protocols
Staff Management
- Recruit, hire, train, and supervise direct care and clinical support staff
- Ensure staff meet training requirements and maintain competency standards
- Conduct performance evaluations and provide ongoing coaching and development
Financial & Administrative Oversight
- Manage budgets, staffing levels, and resource allocation effectively
- Ensure proper billing, documentation, and service authorization alignment
- Maintain facility records in compliance with regulatory requirements
Communication & Coordination
- Serve as primary liaison with regional centers, families, and regulatory agencies
- Participate in IPP meetings and interdisciplinary team discussions
- Ensure clear and timely communication across all stakeholders
Minimum Qualifications
- Bachelor’s degree in human services, healthcare administration, or related field (preferred)
- Minimum 2–3 years of experience in residential care, preferably with individuals with developmental disabilities
- Prior supervisory or administrative experience in a licensed facility
- Knowledge of Title 17 and Title 22 regulations
- Ability to pass all required background checks and certifications
