The Opportunity
As a key member of the Program Delivery Team, the Program Manager will play a central role in the effective delivery of Abt’s international programs.
The role provides end‑to‑end program management support across operations, finance, HR, logistics, governance, quality assurance, and reporting, while also contributing to program problem‑solving, risk management, and continuous improvement.
Working closely with the Program Delivery Lead, in‑country teams, advisers, and corporate functions, the Program Manager supports programs to be mobilised, delivered, and closed in line with contractual requirements, quality standards, and Abt Global policies. The role also contributes to business growth activities and provides surge support as required.
The position requires domestic and in‑country travel to support program mobilisation, implementation, partner engagement, and surge support activities.
This is an expression of interest and funding of the position is contingent on award of work to Abt Global. Terms and duration of contract are also contingent upon award.
Core Responsibilities
Program Mobilisation, Delivery and Contract Management
- With oversight from the Program Delivery Lead, manage and coordinate program mobilisation and demobilisation activities, ensuring resources are effectively planned, deployed, and managed, and contractual obligations are met, with support from Program Coordinators Pool.
- Project manage smaller Service Orders, including Panels, Helpdesk contracts and Design and Mid‑Term Reviews, ensuring deliverables, timelines, and quality standards are met.
- Manage and support head contract requirements, including milestone planning, tracking, and reporting, working closely with program and corporate teams.
- Support Program deliverables as required.
Operations and Finance
- Oversee the review and processing of adviser timesheets, invoices, and reimbursement requests, liaising with relevant corporate teams to ensure timely and accurate payment through appropriate systems (e.g. NetSuite).
- Support program teams with budget management, including budget development, forecasting, burn‑rate monitoring, and escalate risks or issues as required.
- Coordinate travel and accommodation for home office and program personnel where required, particularly during mobilisation, surge periods, or complex deployments.
Support development and maintenance of key HR, finance, program, client, and insurance systems and registers, and support reporting and follow ups as required.
Personnel and in‑country Support
- Support adviser mobilisation and demobilisation, including contracting, household uplift arrangements, and visa processes, in coordination with HR and operations teams.
- Support program HR and finance learning and development needs across relevant systems and procedures, including the development of training resources and tools.
- Contribute to the continued devolution of operational and administrative responsibilities to in‑country teams, providing hands‑on support and capacity building across systems and processes.
- Provide support for Program recruitment as required, particularly during mobilisation and surge periods.
Governance, Compliance and Quality Assurance
- Ensure compliance with Abt Global policies, donor requirements, and contractual obligations, and contribute to the continuous improvement of systems and ways of working.
- Support program teams in the effective use of compliance systems (e.g. Partner Portal, Risk Registers), and ensure Program Operations Manuals are kept up to date and consistently applied.
- Support internal and external audit activities, including coordination and the timely implementation of audit recommendations.
Provide high‑quality program support and quality assurance, including oversight of records management and deliverables checking.
Business Growth and Surge Support
- Contribute to business growth initiatives, including proposal development support and costings.
- Travel domestically and in‑country for periods as required to support program mobilisation, implementation, partner engagement, and surge support activities.
Other
- Undertake any other reasonable duties consistent with the role as directed.
What We Value
Tertiary qualifications in international development or related field preferable
Demonstrable experience working in a similar role across different regions with knowledge of service delivery priorities and challenges
Proven ability to prioritise and respond to a high workload in a fast-paced environment
Exceptional interpersonal and communication skills with ability to manage representation at a senior level with a diverse range of stakeholders
Ability to work in a team environment and cross-culturally
Ability and willingness to travel internationally to support program mobilisations on the ground.
Proficient in the use of MS Office, especially Word and Excel
- Bachelor’s Degree Five years of relevant experience, or Master’s Degree Three years of relevant experience
- Working rights in Australia with no visa sponsorship.
