States aggressively rebasing toward Home and Community Based Services (HCBS) due to cost pressures, outcomes data, and member preference — materially advantages PCS as the lowest-cost, highest-impact LTSS modality. Medicaid-funded Personal Care Services (PCS) represents the largest covered patient base that AbriCare will proudly serve, with an opportunity to deliver PCS offerings to VA and private-pay members as well.

Position Summary

The Regional Vice President Operations is a strategic and operational leader responsible for the oversight, performance, and growth of a multi-site Personal Care Services (PCS) division. This role ensures high-quality service delivery, regulatory compliance, financial performance, and employee engagement across assigned markets. Reporting to the Chief Operating Officer, the RVP Operations will establish and scale the foundational operating framework for new agency launches across the state, build and develop high-performing agency-level teams, and drive consistent performance and accountability statewide.

Key Responsibilities

Future Operational Leadership

• Provide strategic and day-to-day leadership to multiple PCS locations, ensuring consistent implementation of best-in-class care delivery models.
• Drive operational efficiency and effectiveness through the implementation of standardized workflows, KPIs, and continuous improvement initiatives.
• Collaborate with clinical leadership to maintain high-quality, client-centered care and compliance with state/federal regulations and payer requirements.
  
  

Financial Management

• Develop and manage divisional budgets, forecasts, and P&L statements.
• Identify opportunities to improve margin and revenue through service line expansion, geographic growth, payer diversification, and cost optimization.
• Monitor billing and reimbursement processes to ensure accuracy and timeliness.
  
  

Team Leadership & Talent Development

• Hire, train, mentor, and evaluate performance of local branch leadership and operational staff.
• Foster a culture of accountability, employee engagement, and mission-alignment.
• Implement succession planning and leadership development across the division.
  
  

Client & Caregiver Experience

• Champion initiatives that improve client satisfaction, caregiver retention, and service reliability.
• Oversee resolution of escalated client or caregiver issues, ensuring a compassionate and timely response.
  
  

Regulatory Compliance & Risk Management

• Ensure compliance with state-specific PCS regulations, licensing requirements, and internal quality standards.
• Lead readiness for audits, inspections, and accreditation surveys.
  
  

Growth & Business Development

• Partner with Business Development teams to identify and capitalize on market expansion opportunities.
• Support the launch of new programs or service lines (e.g., specialized populations, private pay).
• Build and maintain strategic relationships with referral partners, payers, and community stakeholders.
  
  

Qualifications

Education & Experience

• Bachelor's degree required; Master's in Healthcare Administration, Business, or related field preferred.
• 15 years of progressive operational leadership in home care, PCS, or healthcare services.
• Multi-site management experience required; prior responsibility for a large geographic territory or multi-state region preferred.
• Deep knowledge of Medicaid waiver programs, HCBS regulations, and payer landscape.
