AAA General Contractors, LLC is an established general contractor specializing in federal, government, institutional, and commercial construction projects. We are committed to quality construction, safety, compliance, and professional project management.


We are seeking an experienced Quality Control Manager / Site Safety and Health Officer (QCM/SSHO) for a federal construction project at the VA Medical Center in Bonham, Texas.



About the Project

The project consists of a phased renovation of existing interior areas within an active and occupied medical facility. Construction will be performed in multiple phases so the medical facility can remain operational throughout the project.


The anticipated construction duration is approximately 230 calendar days, or 8 months. However, this is not intended to be a temporary 7-month position. Upon successful completion of this project, we anticipate assigning the employee to another AAA General Contractors project based on our ongoing workload and project needs.


We believe in hiring good people and keeping them long-term. We have very low employee turnover and are looking for someone interested in becoming a long-term member of our team.


Because construction is taking place inside an occupied medical facility, the project has strict requirements for infection control, life safety, dust and debris containment, worker access, cleanliness, safety, phasing, and coordination with VA personnel and ongoing medical operations.



Hospital Experience Is Required

Previous construction experience in an occupied hospital, medical center, or similar healthcare environment is required.


If you do not have construction experience inside an active healthcare facility, please do not apply. We do not want to waste your time or ours. We need someone who understands the additional coordination, cleanliness, documentation, infection-control, life-safety, and safety requirements involved with construction inside an operating medical facility.


Federal, VA, USACE, DoD, or other government construction experience is strongly preferred.



On-Site Attendance Requirement

This is a 100% on-site position in Bonham, Texas. It is not remote or hybrid.


The QCM/SSHO must be physically present Monday through Friday, approximately 8:00 AM to 5:00 PM, and 100% of the time whenever construction activities are taking place.


Some work will be scheduled outside normal hours, including occasional nights and weekends. The QCM/SSHO must also be physically present during these activities.


Simply put, if construction work is taking place, the QCM/SSHO is expected to be on site. Dependability and schedule flexibility are essential.



Quality Control Responsibilities

  • Manage and maintain the project Quality Control Program.
  • Review plans, specifications, submittals, RFIs, shop drawings, and contract requirements.
  • Conduct and document preparatory, initial, and follow-up inspections.
  • Prepare daily QC reports and maintain inspection and deficiency logs.
  • Coordinate testing laboratories, special inspections, manufacturer inspections, and third-party testing.
  • Verify materials and workmanship comply with approved plans, specifications, and submittals.
  • Identify deficiencies and track corrective actions through completion.
  • Coordinate inspections with subcontractors, inspectors, testing agencies, and project management.
  • Maintain testing, inspection, submittal, and other required QC documentation.
  • Assist with as-built drawings, warranties, punch lists, turnover, and project closeout.
  • Participate in project meetings and government inspections.



Safety Responsibilities

  • Serve as the project's Site Safety and Health Officer.
  • Implement and maintain the approved Accident Prevention Plan and project safety requirements.
  • Ensure compliance with applicable OSHA and project-specific safety requirements.
  • Conduct daily safety inspections and required safety meetings.
  • Prepare, review, and maintain AHAs, JHAs, and required safety documentation.
  • Verify worker and subcontractor training, certifications, PPE, and safety qualifications.
  • Monitor high-risk construction activities.
  • Identify unsafe conditions and require immediate corrective action.
  • Investigate and document incidents, near misses, and safety violations.
  • Monitor subcontractor compliance with project and VA safety requirements.



Project Documentation & Field Oversight

This is an active field position. The QCM/SSHO is expected to regularly walk and inspect the project, monitor subcontractors, and address issues as they occur rather than perform the position primarily from an office.


Responsibilities include maintaining complete quality and safety records, preparing required reports, documenting construction activities, tracking inspections and corrective actions, coordinating testing, monitoring subcontractor workmanship and safety, and maintaining documentation suitable for government review.


The QCM/SSHO will work closely with the Project Manager, Superintendent, subcontractors, VA representatives, inspectors, and testing agencies.



Minimum Qualifications

  • Minimum 5 years of construction experience in quality control, safety management, construction supervision, or a related position.
  • Previous occupied hospital or healthcare construction experience is required.
  • Experience as a QCM, SSHO, Safety Manager, Superintendent, or combined Safety/QC Manager is strongly preferred.
  • Ability to read and interpret construction drawings, specifications, submittals, RFIs, shop drawings, and contract documents.
  • Strong knowledge of construction means, methods, materials, and OSHA construction safety requirements.
  • Strong written communication, organizational, and recordkeeping skills.
  • Ability to professionally communicate with government representatives, inspectors, subcontractors, and project personnel.
  • Proficiency with Microsoft Word, Excel, Outlook, Bluebeam, and related construction software.
  • Spanish is a plus.



Preferred Certifications

  • OSHA 30 Construction
  • OSHA 500 or OSHA 510
  • CQM-C (Construction Quality Management for Contractors)
  • First Aid / CPR
  • CHST
  • CSP



Preferred Experience

Preference will be given to candidates with experience in government construction, occupied healthcare renovations, infection control and containment, phased construction, quality control inspections, testing coordination, AHAs/JHAs, government documentation, subcontractor oversight, and project closeout.



Additional Requirements

Candidates must have a valid driver's license and reliable transportation and must be able to pass any background or access requirements necessary to work at a federal medical facility.


The position requires the ability to walk active construction areas, climb ladders, perform field inspections, and work around normal construction activities.


The campus is a 100% smoke-free facility. Smoking is prohibited anywhere on the campus.



Compensation & Housing Assistance

Salary range is $85,000–$105,000 per year, depending on experience, qualifications, certifications, healthcare and federal construction experience, and whether the candidate is local to the Bonham area.


For highly qualified candidates who do not live within commuting distance of Bonham, relocation and/or temporary housing assistance may be considered as part of the overall compensation package.



Attendance & Travel Expectations

Candidates relocating for this position should plan to make the Bonham area their primary residence during the project.


Personal travel is permitted but must be planned around the construction schedule and cannot result in missed scheduled workdays or interfere with required night or weekend work. Because the QCM/SSHO must be present whenever construction activities are taking place, an absence could require construction to stop and directly impact the project schedule.


AAA General Contractors will not reimburse recurring personal travel expenses between Bonham and the employee's permanent hometown, including airfare, mileage, rental vehicles, or similar personal travel expenses.
