POSITION SUMMARY 

 

APV is seeking an eOPF Specialist to provide full-performance level support to DHS OCHCO and component HR offices on the management of electronic Official Personnel Folders. The eOPF Specialist independently performs the full range of routine and moderately complex eOPF activities, including filing, indexing, quality reviews, routine reconstructions, and standard inter-agency transfers. 

This role applies the OPM Guide to Personnel Recordkeeping, Privacy Act standards, 5 CFR Part 293, and DHS records policy with limited supervision. The eOPF Specialist drafts standard work products such as filing audit reports, reconstruction case summaries, and customer responses, and escalates complex or precedent-setting issues to senior personnel. 

 

DUTIES 

 

Filing, Indexing & Folder Maintenance 

  • File personnel documents in the OPM eOPF system using correct document type categorization, indexing, and metadata in accordance with the OPM Guide to Personnel Recordkeeping. 
  • Apply correct permanent versus temporary categorization, long-term and short-term folder placement, and disposition coding. 
  • Verify the completeness and accuracy of incoming documents, including SF-50s, SF-52s, position descriptions, performance appraisals, awards, training records, benefits enrollments, and separation documents. 
  • Resolve filing exceptions, duplicate document issues, and indexing errors in coordination with NFC, OPM, and HR partners. 
  • Maintain accurate filing logs and supporting documentation. 

Routine Reconstructions & Inter-Agency Transfers 

  • Process routine reconstruction cases, including missing-document research, source verification, and reissuance coordination with NFC and originating offices. 
  • Process standard inter-agency eOPF transfers for incoming and outgoing employees, including completeness verification and reconciliation. 
  • Process separation actions, including final document filing and retirement record completeness. 
  • Coordinate routine appointment authority conversions and prior federal service documentation. 
  • Escalate complex, contested, or precedent-setting reconstruction and transfer cases to senior specialists. 

Quality Reviews & Audit Support 

  • Perform recurring quality reviews of filed documents using established scoring rubrics; document findings and drive corrective actions. 
  • Identify recurring documentation or filing gaps and recommend SOP and template improvements. 
  • Support OPM personnel recordkeeping audit preparation and finding remediation under senior direction. 
  • Apply established filing rules, indexing standards, and disposition criteria consistently across assigned caseload. 
  • Maintain current knowledge of OPM and DHS personnel recordkeeping policy. 

Privacy, Records & Customer Service 

  • Apply Privacy Act of 1974, 5 CFR Part 293, and DHS records management standards to eOPF activities. 
  • Support first-party Privacy Act access requests and routine personnel record disclosures under senior direction. 
  • Respond to employee, HR partner, NFC, and OPM inquiries on filing status, folder content, and personnel record requirements. 
  • Document customer interactions and follow-up activities accurately. 
  • Protect Personally Identifiable Information (PII), Sensitive Personally Identifiable Information (SPII), Privacy Act records, and personnel medical records at all times. 

Process Improvement & Knowledge Management 

  • Contribute to SharePoint knowledge repositories, intake forms, status trackers, and standard templates. 
  • Support process mapping, lessons-learned reviews, and modernization activities for assigned program areas. 
  • Participate in system testing, user acceptance feedback, and configuration reviews. 
  • Support training and onboarding activities for new specialists and HR assistants. 
  • Maintain current knowledge of OPM and DHS personnel recordkeeping policy. 

 

EDUCATION  

 

Bachelor's degree in Human Resources, Public Administration, Information Management, Records Management, Business Administration, or related field. Equivalent federal personnel records experience may substitute based on contract terms. 

 

REQUIRED QUALIFICATIONS 

 

  • Minimum 5-7 years of federal HR or personnel records experience, including hands-on eOPF filing, QA, or reconstruction work. 
  • Working knowledge of the OPM Guide to Personnel Recordkeeping; the Privacy Act of 1974; 5 CFR Part 293; and NARA-approved records schedules. 
  • Hands-on experience with OPM eOPF, NFC/EmpowHR, and at least one major federal HR system. 
  • Demonstrated ability to apply correct filing, indexing, and disposition standards consistently. 
  • Strong written and verbal communication skills, including the ability to draft clear documentation and respond professionally to employees and HR partners. 
  • Demonstrated ability to manage a steady caseload with limited supervision in a fully remote environment. 
  • Must be able to obtain and maintain a High-Risk Public Trust or equivalent federal client access.   This role supports sensitive federal programs and involves elevated access to systems and data.
  • Position requires the current ability to obtain and maintain required access without interruption in alignment with long-term program needs.  
  • Must be authorized to work in the United States without employer sponsorship now or in the future. 

 

PREFERRED QUALIFICATIONS 

 

  • Prior experience supporting DHS or DHS component HR or personnel records offices. 
  • OPM eOPF user or power user experience. 
  • Records management training. 
  • SHRM-CP, IPMA-CP, or active progress toward federal HR certification. 
  • Microsoft 365 and SharePoint Online experience supporting case tracking and knowledge management.
