POSITION SUMMARY 

 

The Learning Systems Technical Lead is APV's federal consulting advisor for the enterprise learning technology environment of a federal health regulatory agency. This consultant provides technical leadership for mission-critical LMS operations, compliance and assessment capabilities, reporting environments, learning records, metadata governance, interoperability, and modernization planning within a regulated federal enterprise architecture. The role connects health-regulatory workforce needs with learning, data, cybersecurity, records, and technical stakeholders so systems support uninterrupted instructional delivery, certification, compliance, and auditability. The lead recommends and coordinates technical action but does not independently approve system changes, establish government policy, or direct government technical decisions.

DUTIES 

 

  • Provide technical oversight and guidance for enterprise LMS platforms and associated learning, assessment, certification, reporting, repository, and delivery technologies.
  • Coordinate technical work supporting platform administration, operational continuity, course and catalog management, user roles and permissions, workflows, learning paths, learner records, and routine reporting.
  • Advise APV and client stakeholders on learning-technology capabilities, constraints, configuration options, dependencies, and operational impacts.
  • Lead or coordinate investigation, triage, escalation, resolution, and documentation of complex learning-system issues in collaboration with administrators, vendors, security teams, data specialists, and system owners.
  • Establish or improve repeatable technical procedures for configuration management, testing, validation, release readiness, change control, issue tracking, and operational handoffs.
  • Coordinate technical quality assurance for LMS-ready course packages, metadata, accessibility, compatibility, deployment, and learner-record integrity, including SCORM considerations where applicable.
  • Partner with the Data and Analytics Specialist on reporting architecture, data definitions, reconciliation, interfaces, auditability, data quality, and traceability.
  • Develop and maintain technical content for the Learning Technology Use Case Matrix, including system use cases, capabilities, integrations, exchanges, ownership, lifecycle, compliance, and modernization considerations.
  • Assess duplication, capability gaps, interoperability risks, operational inefficiencies, metadata challenges, and opportunities for consolidation, coexistence, optimization, or retirement.
  • Support LMS and human-capital modernization readiness, sequencing, transition, integration, migration-planning, historical-record preservation, and continuity-of-operations activities.
  • Identify technical risks and recommend practical mitigations, operational improvements, and future-state options grounded in business requirements and federal enterprise constraints.
  • Coordinate technical activities across APV task areas so learning products, delivery operations, reporting, governance, and workforce-development goals remain aligned.
  • Ensure technical work products are documented, version-controlled, reusable, platform-agnostic where required, and aligned with applicable federal cybersecurity, privacy, accessibility, records, and IT-governance requirements.

 

FEDERAL HEALTH REGULATORY AND FUNCTIONAL EXPERTISE

 

  • Federal health-regulatory enterprise technology consulting, including government governance, cybersecurity, privacy, records management, Section 508 accessibility, IT controls, auditability, and authorization boundaries.
  • Enterprise LMS operations and administration: course and catalog management, learning paths, enrollment, rosters, transcripts, completions, certifications, course metadata, learner records, roles, permissions, workflows, and operational reporting.
  • Configuration management, testing and validation, release readiness, technical issue resolution, content packaging and SCORM compatibility, data integrity, and continuity of operations
  • Platform-agnostic interoperability across current and future LMS, federal HCM, assessment, assignment, virtual-learning, repository, accreditation, historical-record, and reporting environments.
  • Learning Technology Use Case Matrix, metadata and taxonomy governance, discoverability, portfolio rationalization, capability-gap analysis, integration dependencies, modernization sequencing, transition readiness, and records preservation.

 

EDUCATION  

 

Bachelor's degree in information technology, information systems, computer science, instructional technology, or a related discipline.

 

REQUIRED QUALIFICATIONS 

 

  • At least eight years of experience supporting enterprise learning technologies, learning management systems, or comparable enterprise platforms.
  • Demonstrated consulting experience supporting enterprise learning technologies for a federal government health regulatory agency, another federal health or science organization, or a comparably regulated federal enterprise.
  • Functional experience sustaining mission-critical LMS operations and supporting compliance, certification, reporting, learning-record, interoperability, and modernization requirements in a federal or regulated environment.
  • Demonstrated experience with enterprise learning operations, platform administration, technical issue resolution, system interoperability, technical planning, and data or reporting dependencies.
  • Experience applying disciplined configuration, testing, validation, release, change-control, and technical documentation practices in a production environment.
  • Working knowledge of LMS concepts such as catalogs, curricula or learning paths, roles and permissions, enrollment, transcripts, certifications, course metadata, content packaging, and reporting.
  • Ability to analyze complex technical and operational dependencies and present clear options, risks, and recommendations to technical and nontechnical stakeholders.
  • Strong leadership, consulting, communication, collaboration, and documentation skills, including the ability to coordinate teams without exceeding contractor authority.
  • Must be able to obtain and maintain a High-Risk Public Trust or equivalent federal client access.   This role supports sensitive federal programs and involves elevated access to systems and data.
  • Position requires the current ability to obtain and maintain required access without interruption in alignment with long-term program needs.  
  • Must be authorized to work in the United States without employer sponsorship now or in the future.  

 

PREFERRED QUALIFICATIONS 

 

  • Experience supporting enterprise learning technologies in a federal government or similarly regulated environment.
  • Experience with large-scale LMS administration, platform transition or consolidation, HCM/LMS alignment, integration readiness, or historical learning-record preservation.
  • Knowledge of SCORM and other learning interoperability standards, Section 508 accessibility, metadata and taxonomy governance, identity and access management, and data exchange patterns.
  • Experience with COTS learning catalogs, assessment platforms, certification or accreditation solutions, repositories, virtual learning environments, and enterprise reporting tools.
  • Familiarity with federal cybersecurity, privacy, records-management, enterprise architecture, change-management, and IT-governance expectations.
  • Relevant certification in LMS administration, cloud or enterprise platforms, ITIL, project management, systems engineering, security, or data/analytics technologies.
