What You'll Do
This position encompasses the full project lifecycle. The selected candidate will estimate work across our four core markets, actively pursue and close new commercial clients, and manage awarded projects through to final closeout.
Pre-Construction & Estimating
• Prepare detailed, competitive estimates across heavy civil, earthwork, underground utility, and commercial scopes utilizing HCSS HeavyBid or an equivalent estimating platform; candidates experienced in comparable software will receive HeavyBid training
• Perform thorough quantity takeoffs from civil plans and specifications; verify project scope, identify exclusions, and elevate risk items for internal review
• Solicit, evaluate, and negotiate subcontractor and supplier pricing; reconcile scope gaps and secure competitive terms
• Develop bid strategies informed by project type, client relationships, and prevailing market conditions; participate in go/no-go evaluations with senior leadership
• Prepare and submit complete, professional bid packages within established deadlines while managing multiple concurrent opportunities without compromising accuracy
• Cultivate and expand a reliable subcontractor and supplier network across all four core trade areas
• Maintain an organized bid pipeline utilizing HeavyBid or equivalent software; track project status and leverage historical performance data to inform future estimates
• Conduct post-bid analysis on awarded and unsuccessful proposals to refine pricing strategies and improve long-term estimate accuracy
Construction & Project Execution
• Convert awarded estimates into detailed project budgets; lead the formal handoff from estimating to field operations to ensure continuity
• Oversee day-to-day project execution including schedule management, subcontractor coordination, RFIs, submittals, and change order processing
• Review project cost reports on a weekly basis; identify budget variances proactively and collaborate with the Superintendent to implement corrective action
• Serve as the primary point of contact for owners, general contractors, engineers, and inspectors; represent Folino Construction professionally across all project communications
• Process, negotiate, and execute change orders in a timely manner to protect established project margins
• Hold subcontractors accountable to contract scope, safety obligations, project schedule, and quality standards
• Maintain comprehensive project documentation to support accurate billing, potential claims, and institutional knowledge
Project Closeout & Ongoing Relationships
• Direct all project closeout activities including final pay applications, as-built documentation, punch list resolution, lien releases, and contract compliance verification
• Conduct formal post-project reviews; document field production rates and lessons learned to strengthen future estimates and project planning
• Sustain and deepen client relationships with owners and general contractors following project completion to generate repeat business and negotiated opportunities
• Identify and pursue emerging opportunities within the civil, utility, and commercial markets to contribute to the company's business development pipeline
• Actively prospect, pursue, and close commercial clients through direct outreach, proposal presentations, and consistent follow-through; convert qualified leads into executed contracts
• Represent Folino Construction at industry events, owner meetings, and client engagements to strengthen the company's commercial presence throughout Pittsburgh and the greater Western Pennsylvania market
What You Bring
Required
• Minimum of five (5) years of experience in construction estimating and/or project management, with demonstrated expertise in heavy civil, site development, underground utilities, or commercial construction
• Proficiency in HCSS HeavyBid or a comparable construction estimating platform (B2W Estimate, Bid2Win, Sage Timberline, ProEst, or equivalent); ability to build a complete estimate independently from inception; HeavyBid training will be provided to qualified candidates experienced in similar software
• Demonstrated ability to independently read, interpret, and extract key information from civil plans, utility drawings, geotechnical reports, and project specifications
• Strong negotiation skills with a proven ability to secure competitive subcontractor and supplier pricing and finalize agreements under deadline pressure
• Experience managing subcontractor and supplier relationships across the full project lifecycle, from initial bid solicitation through final payment
• Exceptional organizational skills with the ability to manage multiple concurrent bids and active projects without compromising quality or missing deadlines
• Strong written and verbal communication skills; capable of producing polished proposals, leading owner meetings, and presenting professionally to internal and external stakeholders
• Self-directed and highly motivated; takes full ownership of assigned bids and projects and proactively identifies what needs to be done at each stage of the process
• Demonstrated ability to develop and close commercial client relationships — including prospecting, proposal presentation, and contract execution; this position carries an active business development responsibility
• Comfortable engaging in direct business development conversations with prospective commercial clients; understands that growth of Folino's commercial portfolio is a core expectation of this role
Preferred (Nice to Have)
• Bachelor's degree in Construction Management, Civil Engineering, or a related discipline; equivalent professional field experience will be considered in lieu of a formal degree
• Working knowledge of HCSS HeavyJob, Bluebeam Revu, AGTEK/Earthworks, or Primavera P6
• Experience with public sector bidding (PennDOT, municipal) and/or negotiated GC/CM project delivery
• Established subcontractor and supplier relationships within the Pittsburgh and Western Pennsylvania market
• OSHA 30 certification
• Experience with design-build project delivery methods
