Job Summary
The Court Administrator/Recorder supports the daily operations of the Menominee County District Court, including calendar management, document preparation, case & docket management, courtroom assistance, court recording & transcriptions, and the general administrative & operational management of the District Court.
Essential Functions and Responsibilities
The following duties are primarily performed and are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily and successfully to be qualified for the position. Other duties may be required and assigned.
Court Recording and Transcript Preparation
- Record all court proceedings and maintain accurate audio records. Prepare detailed log notes for all on-the-record hearings in accordance with statutory requirements.
- Mark, track, and maintain records of all exhibits admitted during proceedings.
- Prepare verbatim transcripts by converting audio recordings into accurate written documentation in a timely manner.
- File completed transcripts with the appropriate court and maintain records of transcript and appellate requests, including associated deadlines.
- Prepare invoices related to transcript requests.
- Scan and maintain log notes and related documentation.
- Create and maintain required backup recordings and storage media pursuant to statutory requirements.
- Maintain records of court calendars and associated backup files.
- Stay current with applicable statutes, court rules, and requirements governing transcript preparation and distribution.
Scheduling, Calendar, and Courtroom Management
- Maintain and manage the court calendar for hearings, trials, meetings, and conferences.
- Schedule and coordinate hearings, trials, meetings, and telephone conferences.
- Reschedule proceedings as necessary due to conflicts or courtroom availability.
- Coordinate courtroom usage with other courts and departments.
- Schedule interpreters as required for proceedings.
- Notify probation officers of upcoming sentencing hearings.
- Schedule and coordinate out-of-county court matters.
- Monitor and track scheduling requirements related to the Michigan Indigent Defense Commission.
Records and Case Management
- Enter, update, and maintain case information in the Judicial Information System (JIS).
- Record hearing dispositions and maintain hearing logs within JIS.
- Maintain records of all hearings, exhibits, court calendars, and backup materials in compliance with statutory requirements.
- Track felony bind-over cases to Circuit Court.
- Monitor jury trial schedules and track deadlines for jury notification and cancellation correspondence.
- Maintain and update Drug Court Action Plans.
- Maintain and organize case files and related documentation.
Document Preparation and Correspondence
- Prepare and type a variety of court documents, including orders, memoranda, notices to appear, and official correspondence.
- Prepare jury notification letters and jury cancellation notices.
- Draft appellate-related documents and filings.
- Prepare Local Administrative Orders and reports required by the State Court Administrative Office (SCAO).
- Prepare official transcripts and other documentation as requested by the court.
Judicial and Administrative Support
- Provide direct administrative and operational support to the Judge in the courtroom and office.
- Assist with meeting preparation and administrative coordination.
- Identify and communicate significant issues requiring the Judge’s attention.
- Maintain the security and confidentiality of sensitive judicial information and materials.
- Assist with policy development and implementation as directed by the Judge.
- Assist with employee recruitment, training, and supervision activities when requested.
Court Administration Support
- Set up and manage user access within the Judicial Information System (JIS).
- Configure user settings and grant appropriate system authority levels.
- Provide updates to court staff regarding JIS changes and updates in law.
- Respond to requests and reporting requirements from the State Court Administrative Office (SCAO).
Special Projects and Program Support
- Provide support for specialty court programs, including Drug Court.
- Assist with operation and monitoring of the Fine Payment Kiosk.
- Participate in internal audits and administrative reviews.
- Serve as ADA Coordinator and assist in ensuring accessibility and accommodations.
- Participate in staff training initiatives.
- Assist with labor negotiations and administrative projects as requested.
- Provide support for out-of-county judicial assignments.
Purchasing and Resource Management
- Order and maintain printed court forms and standard office supplies.
- Procure specialty items and supplies outside of standard purchasing processes as needed.
Professional Certification
- Maintain and renew Certified Electronic Recorder (CER) certification as required.
Department Oversight in Judge’s Absence
- Process departmental timesheets and payroll documentation.
- Provide supervision, coordination, and monitoring of departmental operations.
- Arrange staffing coverage and ensure continuity of operations.
Minimum Education & Qualifications
Education:
- High school diploma or equivalent.
Experience:
- More than one (1) year of work-related experience.
Licenses, Certifications, and Other Requirements:
- State Electronic Recorder Certification within one (1) year of hire.
Preferred Education & Qualifications
Education:
- Bachelor's degree in legal or paralegal studies, communications, business or public administration, human resources, or another related field of study.
Experience:
- More than one (1) year of work experience in a similar role or within the judicial system.
Minimum Knowledge, Skills, and Abilities
In order to perform the functions and responsibilities of the position (listed above) the following knowledge, skills, and abilities are essential.

- Knowledge of applicable federal, state, and local statutes, court rules, and administrative orders related to court recording, transcript preparation, and case management.
- Knowledge of legal terminology, legal document formats, and court filing procedures.
- Knowledge of records management principles and statutory requirements for maintaining court records and exhibits.
- Knowledge of scheduling and calendar management practices in a judicial or legal environment.
- Knowledge of accessibility requirements and accommodations under the Americans with Disabilities Act (ADA).
- Knowledge of office administration practices, including document preparation, correspondence, and records maintenance.
- Knowledge of basic accounting or billing procedures related to transcript invoicing and court-related services.
- Knowledge of court information systems, including the Judicial Information System (JIS), or similar case management systems.
Minimum Skills
- Strong written communication skills to prepare transcripts, orders, correspondence, and official court documents accurately and clearly.
- Excellent organizational and time-management skills to coordinate schedules, track deadlines, and manage multiple priorities simultaneously.
- Proficient computer and technical skills, including word processing, case management systems, audio recording systems, scanning, and electronic document management.
- Accurate transcription and typing skills with strong attention to detail.
- Effective interpersonal and communication skills for interacting with judges, attorneys, court staff, external agencies, and members of the public.
- Problem-solving and critical-thinking skills to address scheduling conflicts, administrative issues, and operational needs.
- Administrative and project coordination skills to assist with special programs, audits, and court initiatives.
