We are searching for a Contract Health Care Services Program Manager II for our health insurance client. In this position, you'll lead complex clinical and operational programs that improve care quality, enhance the member experience, and reduce healthcare costs. Working closely with executive sponsors and cross-functional partners, you'll oversee initiatives from strategy through implementation while collaborating across Health Care Services, Operations, Data & Technology, Finance, and external vendors. As Health Care Services Program Manager II, you will:

• Lead complex healthcare programs from planning through implementation, sustainment, and continuous improvement.
• Partner with executive sponsors and cross-functional teams to define scope, timelines, resources, budgets, and program deliverables.
• Drive collaboration across clinical operations, care management, pharmacy, finance, data & technology, and vendor partners.
• Develop program documentation, reporting, dashboards, and performance metrics to evaluate effectiveness and identify opportunities for improvement.
• Analyze operational data, market trends, and program outcomes to build business cases and recommend strategic improvements.
• Identify and mitigate program risks while managing multiple workstreams and stakeholder priorities.
• Educate and support business partners during program implementation and process changes.
• Present recommendations, program updates, and performance insights to leadership and key stakeholders.

Who we're searching for / About you:

• 8 years of program or project management experience within healthcare, health insurance, or another complex regulated industry.
• Strong understanding of health plan operations, clinical programs, care management, pharmacy, quality improvement, or population health.
• Demonstrated success leading cross-functional initiatives and influencing stakeholders across multiple business functions.
• Experience developing program metrics, dashboards, reporting, and business cases using operational data.
• Excellent communication, facilitation, and relationship-building skills with executives and cross-functional teams.
• Proven ability to manage multiple priorities while driving measurable business outcomes.
• Bachelor's degree in Business, Healthcare Administration, or a related field (Master's preferred).

Logistics:

• Contract
• 6-month assignment with potential to convert to full-time
• $40–$43/hour DOE
• Remote (Candidates must reside in Oregon, Washington, Idaho, or Utah)
• Must be available during Pacific Time business hours
