Responsibilities
- Provide leadership and direction for the regional division, managing multiple teams across the Upstate Region (Buffalo, Rochester, and Syracuse) that deliver training and education benefit programs, workforce development initiatives, and organizational development work
- Develop and manage budgets with multiple funding sources including grants and Collective Bargaining monies
- Collaborate with organizational development department to research, write and manage grant funded initiatives for Upstate region
- Collaborate with labor and management stakeholders to identify critical workforce shortages and develop targeted strategies to address high-need occupations.
- Create effective marketing strategies for increasing Fund utilization.
- Develop strategic and operational plans that show the Fund’s value to stakeholders and external organizations (funders and potential partners).
- Supervise, coach, and support staff to ensure high-quality service delivery and professional growth.
- Oversee the development, coordination, and delivery of educational courses and workforce development training; cohort programs, career pathways, apprenticeships, skills enhancements, and professional review courses.
- Engage with healthcare stakeholders, providers, industry partners, and community organizations to strengthen program reach and relevance.
- Establish performance goals, monitor outcomes, and ensure alignment with organizational objectives.
- Foster a culture of innovation, collaboration, and continuous improvement within the regional team.
- Prepare reports and updates on program successes, challenges, and opportunities.
- Perform additional duties and projects as assigned by management
Qualifications
- Bachelor’s Degree or equivalent years of experience required; Master’s degree preferred
- Minimum eight (8) years of Workforce Development and or Union experience, to include six (6) years supervisory experience required
- Experience budget development, budget management and administration required
- Experience building collaborative relationships with union and management to achieve common goals
- Demonstrated high level of emotional intelligence and use of interpersonal skills to collaborate successfully with multiple stakeholders
- Experience in program design; Knowledge of adult and workforce education practices and principles
- Deep understanding of union principles and operations
- Deep understanding of management interests and operations
- In-depth knowledge of political landscape in region as it relates to union and workforce funding
- Knowledge of the healthcare workforce development field; Labor/management facilitation experience and experience with curriculum development preferred
