JOB SUMMARY
Reporting directly to the Senior Director of Human Resources, responsible for providing HR services including hiring, administering pay/leave, and enforcing Williamson County policies and procedures. Serves as the primary HRIS administrator and manages the HR Generalist Team.
EXAMPLES OF WORK PERFORMED

  • Manages the HR Generalist Team and ensures accuracy and legal compliance of operations including preparing/maintaining process documentation
  • Functions as Human Resources Information System (HRIS) liaison; ensures accuracy and functionality of all HR systems used by the HR Generalist Team
  • Research and compiles data into reports and forms for team and management utilization
  • Administers talent acquisition processes to include open requisitions, posting vacancies, processing applicants, coordination of pre-employment testing, and on-boarding
  • Guides managers and employees through workforce questions/concerns
  • Performs personnel management, including hiring, termination, employee recognition, disciplinary action, and training
  • Conducts annual performance evaluations and makes pay decisions
  • Develops strong working relationships with supported departments
  • Assists employees with changes, retirement, and employment separation processes
  • Partners with payroll on employment records and timekeeping issues
  • Builds new employee record in HRIS and approves workflow entries submitted by department liaison ensuring adherence to compensation policies
  • Coordinates system implementations, testing, enhancements, and other technical projects
  • Performs internal audits of Family Medical Leave Act (FMLA), Workers Compensation, and life events; assists the Auditor's Office with HR-related audits when needed
  • Processes and maintains all employee files in an electronic document repository system
  • Processes FMLA requests and required documentation to ensure compliance with County policy and FMLA law
  • Responds to Texas Workforce Commission (TWC) unemployment claims
  • Processes Workers Compensation (WC) claims online with carrier and meets quarterly with adjusters
  • Maintains constant communication with departments regarding WC claims and return to work status
  • Assists with annual open enrollment including enrollment assistance and wellness fair
  • Serves on cross-functional HR team and projects for the improvement of the organization
  • Utilizes job analysis questionnaire for positions and prepares job descriptions
  • Prepares court agenda items related to position changes and merit
  • Attends all meetings and trainings, as required
  • Performs special duties as assigned

MINIMUM QUALIFICATIONS

  • Bachelor's degree in a related field and six (6) years of related Human Resources experience with four (4) years of HR generalist experience; OR an equivalent combination of education and experience
  • Three (3) years of demonstrated lead or supervisory experience
  • Working knowledge of employee relations and employment laws
  • Working knowledge of Microsoft Office Suite
LICENSES AND CERTIFICATIONS
Required within thirty (30) days of employment
  • Valid driver's license
PREFERRED QUALIFICATIONS
  • Professional in Human Resources (PHR) certification or The Society for Human Resources Management - Certified Professional (SHRM-CP)
  • Working knowledge of Oracle, Kronos, and/or Laserfiche
  • Prior experience working in a public sector environment
