Description

SAIC is seeking a Remotely Piloted Aircraft Program Manager in Arlington, VA!

Roles and Responsibilities to include:

• Technical and programmatic implementation of future ISR program efforts for contingency operations and shaping the Penetrating, Persistent Multi-role Remotely Piloted Aircraft (P2MR) portfolio.

• Deployment/employment of P2MR forces globally, or other Joint Task Force requirements as assigned.

• Assessment of requirements for US aircraft operating out of key bases.

• Review Joint Urgent Operational Need (JUON)/ Joint Emergent Operational Need (JEON)‐driven multi-INT/multi-Domain requirements submitted by Combatant Commands.

• End‐to‐end support in the deployment/employment of P2MR assets in support of all AORs.

• All aspects of the coordinated normalization of P2MR aircraft operations consistent with four-star “Tank” discussions and the SECDEF Orders Book (SDOB) process.

Operational Issues Management: This individual will provide SME support to respond to Air Staff, Joint Staff, OSD, and other organizational requests for P2MR platforms, sensing information, planning, and solutions to issues affecting the full integration of P2MR platforms into Air Force, DoD, and national operations. Expertise is required to provide guidance, review, and coordination on Concepts of Operations (CONOPS), Concepts of Employment (CONEMPs), Tactics, Techniques & Procedures (TTPs), Deployment Orders, Execution Orders, and Task Orders to ensure ISR collection with access, persistence, survivability, and connectivity in denied areas. Specific areas of interest include drafting reports to the Air Staff to enable policy, oversight, and guidance for making strategic resourcing, technology choices necessary to design and develop the P2MR force we need. Monitors the progression and maturation of technologies (e.g., open mission systems, cooperative geolocation/fusion capabilities, data dissemination architectures, and artificial intelligence (AI) enabled data processing/aggregation for advanced intelligence analysis and expediting the CCDR’s mission effects chain. In addition, this individual will provide support to P2MR requirements development, analysis, and coordination. This includes program oversight, advocacy of Program Objective Memorandum (POM) submissions and monitoring throughout the Planning, Programming, Budgeting and Execution (PPBE) processes. The individual will also provide support and coordination for program management and technology development/transfers to/from Air Force Research Laboratory (AFRL) Directorates, Joint Service Laboratories, Defense Advanced Research Projects Agency (DARPA), and commercial vendors as required.

Other areas of support include:

• Multi‐INT collection platform/sensor changes, including open mission system/rapid swap interoperable payloads, and their supporting command and control architectures.

• Subject matter expertise in drafting P2MR-focused flight plans/concepts that will describe a USAF unmanned aircraft (UA) Enterprise that delivers rapid development, integration, and employment of modular and open‐architecture UA. The UA architecture will provide the most comprehensive and high-fidelity picture of the battlespace, indications and warnings, a deep understanding of the threat, contributing to the understanding of the overall intentions of the adversary along the continuum of conflict, and closing kill chains.

• End‐to‐end support to the development of multi‐domain/multi‐discipline emerging technological concepts that enhance data collection, aggregation, and automated analysis for expedited CCDR decision superiority.

• HAF‐level guidance and support to Major Commands (MAJCOMs), Combatant Commands (COCOMs), Air Components, laboratories, and Enterprise Capability Collaboration Teams (ECCT) in the execution of the Data-to-Decision (D2D) and Multi-Domain Command and Control (MDC2) campaigns.

Qualifications

• 15 years minimum experience supporting USAF Intelligence Operations, ISR manned/unmanned aircraft to include platform, sensors, and supporting enterprise architectures.
• Minimum 3 years Air Staff, Joint Staff, and or OSD staff experience; 5 years preferred.
• Experience with JCIDS, PPBES (Budget), and system acquisition, highly desired.
• Ability to interface and perform technical and programmatic coordination with other Air Staff, Joint Staff, MAJCOM, and other US Government staffs.
• Ability to develop/provide operationally relevant briefings to Air Staff (and other organization) leadership.
• Masters Degree.
