General Statement of Duties

Under the direct supervision of the Electric Maintenance Supervisor, this position represents Brookings Municipal Utilities as a professional Facilities Locator. Responsible for accurately locating underground utilities in the City of Brookings, including electric, telephone, water, wastewater and storm sewer facilities. Assists with receiving operational messages and dispersing them as directed. Assists with the organization of supplies and inventory. Support the mission statement of Brookings Municipal Utilities.

Typical Duties and Responsibilities
  1. Utilizes site plans, area maps, blue prints, related documents, computer mapping databases, and performs visual inspection of each site to determine the existence of underground facilities on private property, roadways, and public property.
  2. Locates, identifies, monitors and marks the accurate locations of electric, telephone, water, wastewater and storm sewer facilities using electronic locating equipment, paint and flags. Complete the necessary documentation utilizing a company provided device and in accordance with the established procedure.
  3. Ability to safely connect locator equipment to energized cabinets, equipment, and cables.
  4. Must stay current and up-to-date with guidelines presented by South Dakota One Call.
  5. Performs duties within established safety policies, regulations and procedures. Work within prescribed company safety procedures for all assigned locates.
  6. Reports inaccuracies and errors in existing utility maps and data to the Engineering Department for correction.
Minimum Qualifications

To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and/or Experience

  1. High School Diploma and one year of experience in work related to utility distribution systems; or any equivalent combination of education and experience.
  2. Knowledge of or the ability learn to safely and effectively operate equipment, including sensitive electronic locator equipment.
  3. Knowledge of or the ability to learn Brookings Municipal Utilities and Swiftel Communications methods and procedures.
  4. Knowledge of practices, equipment, and techniques related to locating underground electric, telephone, water, wastewater and storm sewer facilities.
  5. Employee must possess or have the ability to become proficient in the use of locating and marking equipment.
  6. Ability to read and utilize maps.
  7. Ability to work independently, to plan and organize work and to solve problem situations.
  8. Desire to learn and ability to attend company provided educational opportunities.
  9. Strong customer service skills; ability to establish and maintain an effective working relationship with co-workers and the public.
  10. Ability to keep accurate records related to the work performed.
  11. Knowledge of or the ability to learn Microsoft Office or similar software program along with data management software such as, GIS software applications as needed.
  12. Employee must possess mechanical aptitude and ability.
  13. Employee must possess or have the ability to learn how to operate large equipment.
  14. Ability to perform job duties safely and effectively in a way that promotes a positive image of Brookings Municipal Utilities and the department; demonstrate effective interpersonal skills and delivers exemplary customer service.

Language Skills

  1. Ability to read and comprehend simple to complex instructions, short correspondence, and memos.
  2. Ability to effectively communicate both written and verbally.

Certification, Testing and Examination

  1. Possession of a valid driver’s license.

Work Environment

  1. Frequently required to perform the essential functions in outdoor weather conditions including heat, cold, wind and rain.
