The Prospective Group (TPG) is seeking a Business Analyst to apply their analytical and technical skills to assist in implementing business solutions.

Position Responsibilities:

Provide user stories, requirements, and business process management standard operating procedures to standardize the collection and use of user stories, requirements, and business process documentation across multiple projects. The standard operating procedures shall include industry best practices and shall include recommendations of tools to manage user stories, requirements, and business processes.
Providing requirements management and user story services, including system requirement specification (SRS), requirements traceability matrix (RTM), user stories and acceptance criteria to assure OCIO that the requirements and/or user stories of IT systems are captured and baselined to reflect the current state or proposed future state.
Document user stories, including acceptance criteria, and/or document system’s business requirements, including a statement of the organization’s business objectives; the ultimate vision of what systems will be and do; needs and expectations of the customers; and critical activities that must be performed to accomplish the objectives of the customers’ organizations.
Establish automated requirements traceability to manage requirements to report back fulfillment of customer and stakeholder interests, in terms of compliance, completeness, coverage and consistency. Traceability shall also support change management as part of requirements management in understanding the impacts of changes through requirements or other related elements (e.g., functional impacts through relations to functional architecture), and facilitating introducing these changes.
Work with OCIO and lead business unit working groups, comprised of business assigned subject matter experts (SMEs), to help end users articulate user story and acceptance criteria, desired system capabilities and functions, and as-is and to-be processes. Work with business users, project managers and systems analysts to analyze and propose changes to business processes as they relate to the implementation or retirement of automated systems.
Draft logical system and functional requirements based on working group input, existing system documentation, and other documents that are relevant to the proposed new system or system enhancements.
Assist in the identification of weak or vague requirements that may be ambiguous or cause confusion to the development process.
Write final, well-organized user stories or requirement specifications that clearly express the shared understanding of the new system or system enhancement request.
Create and present requirements in various non-textual formats including graphical analysis models, tables, presentations, storyboards, and other applicable visual aids utilizing standardized methods or industry best practices.
Facilitate coordination with project teams to collaborate and negotiate among various project stakeholders and team members to obtain and document prioritization.
Assist the government to establish roadmaps and requirements baseline to manage requirements throughout the SDLC to include utilizing and recommending industry best practices tools and policy for obtaining and managing requirements.
Produce testable test cases from functional and system requirements and user stories and ensure documented user stories and/or requirements meet customer needs by performing independent reviews and by designing test cases that map directly to documented user stories and/or requirements.
Review and test case validation shall ensure that all user stories and/or requirements are clear, correct, complete, feasible, necessary, traceable, and verifiable against specifications provided by the working groups internal documents and other requirements related data. Assist with user acceptance testing input and support.

Position Requirements:

Minimum five (5) years’ experience eliciting and documenting business and functional requirements for new and existing IT systems.
Extensive experience directly working with end users and stakeholders to document business objectives, business processes, defining, functional requirements and business rules, validating system design and testing artifacts, and assisting in testing.
Extensive experience in the creation and review of wireframes and mockups.
One (1) year experience conducting usability testing and storyboarding.
