**Duties**

* Assess safety and security of students and transportation.

* Manage the effectiveness of the transportation system.

* Coordinate with school administrators to ensure regulations are complied with.

* Update routes and transportation requirements as students arrive and depart.

* Prepare contingency plans for student safety.

* Determine transportation safety and security procedures for the program.

* Assign work according to expertise, requirement and workload.

* Assure team efforts are accurate, complete and supportive of the work mission.

* Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.

* This position is a Testing Designated position subject to applicant testing and random drug testing. You will be required to sign a DA Form 5019 requiring participation in random drug urinalysis testing.

* Pursuant to EO 14043, all Federal employees, regardless of duty location or work arrangement, must be fully vaccinated for COVID-19 by November 22 2021 or before entrance on duty if after November 22, subject to exceptions as required by law.

** Qualifications**

**Who May Apply:** U.S. Citizens

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

**Specialized Experience for GS-11**: One year of specialized experience which includes manage daily transportation services and schedules; determine transportation safety and security procedures; justify budget for transportation program.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

**Education**: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

**Combination of Education and Experience**: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

An ordinarily resident is anyone who has lived in the host country longer than the allowed number of days without being a member of the forces assigned, civilian component or a family member of either the aforementioned or who has obtained a work permit for any duration. Ordinarily Resident restrictions apply and vary depending on the host nation.

* Pay retention may be offered to successful applicants for positions at overseas locations. For this provision to apply to employees already overseas, the selected individual would have to require a permanent change of station move and would have to be selected as a result of a recruitment effort that had been extended outside of the overseas command involved.

* Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members' medical needs can be met. Access to care in a military treatment facility may not be available to civilian employees except on a space available basis. Consequently, host nation medical facilities may be the only care available. The availability and level of care at host nation medical facilities will vary by location.

* Status candidates subject to the 5 year overseas rotation, who are currently overseas, must have enough time to meet the initial tour stated in the job announcement. Waivers may not be granted to meet the 5 year limitation requirement.

* Status applicants in their fourth year of an overseas assignment cannot be selected unless a waiver of the 5 year overseas service limitation requirement is approved.

* Selectees recruited outside the U.S. will have their eligibility for foreign area benefits determined at the time of hire.
