Minimum Qualifications
Education and/or Equivalent Experience:
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Engineering, Architecture, Construction Management or related field, plus eight (8) years of progressively responsible experience leading large, complex, multi-disciplined infrastructure projects, including at least four (4) years of which were in a management capacity.
Licenses or Certifications:
One of the following licenses or certifications is required:
  • Certified Project Management Professional (PMP)
  • Certified Construction Manager (CCM)
  • Licensed Professional Engineering (PE)
  • Licensed/Registered Architect (RA)

Position Overview:
The Capital Delivery Consultant for the Austin Convention Center Expansion program will be an integral part of the project delivery team. This position will work within a matrix structure that includes City project management, inspection, and procurement staff, Convention Center staff as the project owner and a large team of consultant project managers, architects, engineers and construction managers.

Travel:
The Capital Delivery Services Department is comprised of multiple facilities located throughout Austin. If you are selected for this position, and meet the Driver Safety Standards in the City of Austin Driver Record Evaluation you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.
Hybrid Work Environment:
The City of Austin Telework Program is designed to empower employees and leaders to establish hybrid work arrangements that promote high levels of performance and engagement. The City of Austin has an established work arrangement under which an employee is scheduled to work at least 3 days per week at their designated worksite. Some positions may require additional time at their designated worksite.
90 Day Provision for Additional Vacancy:
If the same or an additional vacancy occurs within the Capital Delivery Services Department in the same job title within 90 days after the start date of the top candidate, the additional position may be offered to another top candidate from the same candidate pool. This may include filling other vacancies with the same job title in other division/work locations within the City of Austin, Capital Delivery Services Department. Decisions on assigned selection may be made at the time of hire based on the business needs of the department.
Pay Range
$51.07 – $67.04

Preferred Qualifications
Preferred Experience:
  • Experience managing large, complex building construction projects or programs.
  • Experience working in a matrix team with staff from various departments or organizations and complex owner teams working together in a collaborative environment.
  • Experience reading and interpreting contract documents for Construction Manager at Risk projects.
  • Experience reading and interpreting contract documents for architectural and engineering services contracts.
  • Experience developing and monitoring large, complex project scopes, budgets, and schedules.

Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  • Leads external and Citywide matrixed teams through the lifecycle of large, complex programs, including program development, implementation, and execution.
  • Implements and maintains robust project governance and rigorous communication and reporting processes to ensure transparency, identify trends and evolving risks; develop mitigation and recovery plans, address potential and pending changes, and support accountability for project performance.
  • Partners with asset owners, City leaders, elected officials, and other stakeholders to establish program purpose, goals, and objectives.
  • Directs the development of program and project baseline scope, budgets, schedules, work plans, and cost estimates/projections to identify cost savings.
  • Provides direction on risk management, project delivery approaches, project acceleration alternatives, project prioritization, and other areas such as: project management, engineering, communications, pre- construction management and planning, and quality assurance/quality control (QA/QC).
  • Ensures stakeholder engagement strategies are employed throughout the program lifecycle to promote transparency, enhance alignment and engagement, and foster a collaborative environment to solve problems, resolve conflicts, and contribute to common goals.
  • Meets with City management and staff to resolve CIP project issues, using subject matter judgment and expertise.
  • Ensures effective coordination and communication with other City departments, neighborhood associations, the public, media, consultants, public agencies, and private sector representatives.
