**Duties**

** Summary**

This position is located with the Department of Homeland Security, United States Coast Guard, Assistant Commandant for Prevention Policy (CG-5P), Director of Inspections & Compliance (CG-5PC), Cargo & Facilities Division (CG-FAC-2), Washington, DC.

**Responsibilities**

As a Marine Transportation Specialist in the Office of Port and Facility Compliance, Cargo and Facilities Division (CG-FAC-2), you will be responsible for assisting in the planning, development and implementation of policies, regulatory initiatives, procedures, standards, training, and methods for identifying and protecting personnel, property, facilities, operations or material from accident, terrorist attack, assault, espionage, sabotage or loss, and in preventing and mitigating consequences of incidents and accidents on maritime facilities.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

Developing internal and external policy guidance for respecting facilities, ports, Certificate of Adequacy program, and multimodal shipping containers that pose a high risk to the Marine Transportation System.

Serving as a subject matter expert, exercising independence and political judgement in developing and maintaining relationships with relevant entities.

Ensuring compliance with applicable classified material access guidance, including verification of clearance information.

Receiving and responding to public inquiries and official correspondence.

Acting as a subject matter expert on special project, advising top management on major port and facility security and safety issues.

Identifying and collecting necessary data including legislative and program data and interviewing with senior management, program officials, field staff, employees and supervisors. **Travel Required**

Males born after 12/31/1959 must be registered for Selective Service.

A one-year probationary period may be required.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

** Qualifications**

**To qualify for the GS-13 level**, applicants must have at least one (1) year of specialized experience equivalent to the GS-12 level in Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to perform successfully the duties of this position and is typically in or related to this line of work.

Specialized experience includes:

Providing written and oral reports with conclusions, alternatives and recommendations on national policies, projects, or studies.

Developing internal and external policy guidance for respecting facilities, ports, and multimodal shipping containers.

Utilizing security and safety specific laws, national policy and regulations.

Utilizing the U.S. Marine Transportation system, including terminal, port, and vessel operations. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

**Education**

Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12 month service agreement.

Selectee(s) for this position who are current federal employees on permanent appointments who would be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation bonus of 10% of the salary including locality for this position. Receipt of the bonus will require a 12 month service agreement. The employee must establish a residence in the new geographic area prior to payment.

Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three year service agreement.

All Federal employees are required to have Federal salary payments made by direct deposit.
