The Birmingham Parking Authority was formed in 1972 through an act of the Alabama State legislature, which established the Authority as a separate entity of the City of Birmingham for the purpose of developing and managing the off-street parking facilities for the City. BPA is a self-sustaining agency managed by parking industry professionals and financed by parking revenues. Funds not used by operations are returned to the City of Birmingham.
