For more information, visit www.worldbank.org. Operations Policy and Country Services (OPCS) plays a pivotal role in achieving the World Bank Group's mission. OPCS assists frontline staff in delivering results to clients through sound operations policy and strong country support. In the World Bank Group structure, OPCS is at the center of operations and delivery, and serves as the link between the Global Practices and the Regions. OPCS develops and oversees the Bank's operational policies for country strategies, lending operations, advisory services and analytical support, financial management, procurement, and environmental and social safeguards. It oversees the Bank Group's Corporate Scorecard; manages interactions with the Bank's oversight units; and co-leads the results measurement and evaluation stream in the Bank Group. OPCS teams provide advice and support to World Bank management and staff as well as hands-on assistance to help teams leverage the Bank's policies, processes, and risk management tools for our country clients. Working in OPCS helps World Bank professionals gain broad exposure to strategic operational issues and develop a deeper understanding of the Bank's business. OPCS's staff are organized in four departments: • Operations Standards, Environment and Social (OPSES) is responsible for Environmental and Social Standards and Safeguard Policies, including support to operations, learning and training, knowledge management, reporting, interface with the Inspection Panel, and management of the Grievance Redress Service (GRS). • Operations Standards, Procurement, Financial Management (OPSPF) is responsible for ensuring technical excellence in the financial management and procurement, and manages selected aspects of the anticorruption in operations agenda and the UN agencies engagement in operation program; • Operations Policy and Quality (OPSPQ) consolidates the corporate support and oversight of country strategies and all financing instruments as well as managing operational learning and the Operations Help Desk; • Operations Strategy, Risk and results (OPSRR) supports Bank staff and Management in strengthening the focus on results and risk to achieve the Bank's strategic objectives. Duties & Accountabilities PSES, Operations Standards, Environment and Social (OPSES), is responsible for the Environmental and Social Framework (ESF) and Safeguard Policies, including support to operations, learning and training, knowledge management and reporting. OPSES is looking for a dynamic, adaptable, high performing Analyst to work closely with the Environment & Social team in the department and with other relevant stakeholders. This is an assignment for a highly motivated professional with a good understanding of the World Bank, its organization and its mission. This appointment involves interaction with Senior Management and deep collaboration across the institution, in Operations and in Information Technology Services. The Program Analyst will be required to undertake the following tasks: Case Management • Support review and tracking of incidents reported through Environmental and Social Incident Reporting Toolkit (ESIRT). • Create cases and maintain accurate and up-to-date records of cases, ensuring completeness, proper categorization, and timely updates in the system, including yearly outreach to task teams. • Support system development and maintenance through engaging OPCS and cross-institutional teams to analyze business processes, identify system requirements, pain points, and define enhancements for case management systems. • Reviewing Business Requirement Documents to ensure systems logic is properly documented and consistent with expected system development outcomes. • Deliver user training on case management systems, addressing queries, collecting feedback to reinforce system development feedback loops, and ensuring effective use and understanding. • Support the ESIRT Enhancement Working Group in reviewing reporting protocol, collecting potential enhancement points, providing necessary case data statistics, and ensuring coordinated input from stakeholders. Data Analytics and Reporting • Extract, clean, validate, analyze, and organize cases and data for internal reporting, including reconciling inconsistencies between case management systems and reporting. • Produce regular and ad hoc reports and summaries to senior management and stakeholders to support corporate reporting, management briefings, and operational needs. • Develop and maintain dashboards to track and monitor statistics using data visualization software • Support the identification of data patterns or issues to inform operational management and oversight. Selection Criteria The Program Analyst must be a team-oriented professional with proven ability to carry out tasks as a member of a multi-disciplinary team; he/she should possess capacity to work under pressure, meet strict deadlines; and ability to work with task teams and key stakeholders on complaints handling activities. • Bachelor's or Master's degree in data science, statistics, occupational health and safety, environmental studies, social sciences, development studies, or equivalent areas. If Bachelor's, minimum 4 years of relevant experience, if Master's, minimum of 2 years of relevant experience. • Strong analytical skills, ability to think strategically, analyze and synthesize diverse qualitative and quantitative environmentally, socially, and Occupational Health and Safety-related data and information. • Proven capability in advanced Excel analytics (pivot tables, charts, logic formulas) is essential, and experience or proficiency in Python, SQL, or data visualization tools (Power BI) would be an advantage. • Advanced knowledge of WB ESF policy and procedure, ESF and/or IFC Performance Standards/MIGA Environmental and Social policies or similar standards would be an advantage. • Advanced knowledge of WB operational systems (Operations Workspace, Standard Reports) would be an advantage. • Proven capability to undertake complex quality assurance testing to identify defects, develop strategies in consultation with ITS to address defects, and keep track of pending defects to be addressed. • Excellent verbal and written English language skills are essential. • Ability to effectively manage multiple priorities under pressure and adapt rapidly to shifting demands. • Ability to communicate ideas clearly and confidently, articulate issues and recommend solutions. • Good team player who can work as a member of a multi-disciplinary and multi-cultural team, motivate and lead group efforts and network effectively across boundaries.
