An exciting opportunity has arisen within the Serious Crime Directorate – Economic Crime Unit for a Financial Investigator based at Ashford Police Station, Church Road, Ashford. The successful applicant will work directly for the Proceeds of Crime Team.

This role places you at the very forefront of removing criminal wealth and ensuring crime does not pay. It is expected that you will work with minimal supervision yet maintain a high workload in a demanding environment the success of which will depend on you. In return you will take satisfaction from tackling crime, returning compensation to victims and doing a job that makes a real difference. The removal of assets from active criminals is extremely rewarding work and provides public reassurance when tackling organised crime.

The role will offer flexibility in terms of place of work, including the potential to work from home for those who would like to. In the event that home working is agreed the successful candidate, there will be a requirement to regularly attend Ashford Police Station for at least one and sometimes two days per week, as agreed with the line manager.

The successful candidate will investigate the financial status and activity of persons engaged in acquisitive crime at both level 1 and level 2 in order to identify those liable for asset recovery. In addition, they will support criminal and life at risk investigations through targeted financial investigation.

It is essential that applicants have a good understanding of criminal or civil case investigation and be willing to study law in depth.

It is desirable that you are trained and qualified to NCA financial investigator accreditation (Parts 2, 5 and 8 of POCA 2002). You will be expected to maintain the accreditation through the completion of a continuing professional development profile that is independently audited.

For successful applicants who are not NCA qualified you will be expected to successfully complete the training programme within your first 2 years of being posted.

The successful applicant will be required to:
Analyse and assess documentary evidence obtained in order to prepare statements of evidential quality, visual representations and spread sheets which may be presented at court hearings. You will be required to attend court and presenting evidence as a witness in Civil Forfeiture Hearings, Confiscation Hearings sometime criminal trials.

Advise and support officers in the Serious Crime Directorate and the wider Force in matters relating to the investigation of offences which may involve Confiscation or Forfeiture proceedings. You will assist with property searches ensuring the seizure of all relevant financial paperwork and assets, securing evidence and setting lines of enquiry.

Apply to a Crown Court Judge for search warrants and orders, including Production Orders and Disclosure Orders.

Preparation of formal statements / affidavits in order to obtain Crown Court and High Court restraining orders to secure vital documentary evidence and prevent the removal / disposal of criminal assets. Serve Restraint Orders on defendants personally in such cases, including in prison if held in custody.

Maintain an up to date working knowledge of the legislation, practices and procedures in relation to financial institutions including the operation of bank and building society accounts, pension schemes, insurance and other financial accounts and investments.

Maintain close links with such institutions and build strong relationships to allow for the complete and thorough financial investigations of individuals and businesses.

Conduct dynamic investigation, in order to assess the value of individuals assets, using National Crime Agency guidelines and knowledge of local market conditions in order to determine which assets are the proceeds of criminal activity. This will include obtaining sufficient information to prepare Confiscation Orders under the Proceeds of Crime Act 2002 for presentation in court to enable the confiscation of such assets.

You will need to evidence your ability to build and maintain relationships within the workplace and with partner agencies. You will need to have evidence of strong communication skills as, on a daily basis, you will be speaking to a vast range of people including members of the public, court staff, judges, partners and colleagues. A good working knowledge of Excel is essential as documents are either received in this format or require converting to this format. The ability to interrogate and analyse spreadsheets is essential.

It is essential for you to have experience of presenting evidence at court and desirable for you to have knowledge of Money Laundering and Fraud Investigations.

The post holder must possess a valid driving licence for class B vehicles (car) and be prepared to drive and travel. You will be required to have appropriate car insurance in place when in post to allow business use.

Kent Police offer incremental increases within this salary band, therefore the salary for this position will rise to a maximum of £45,591.00.
