Key Responsibilities
Contract Administration & Management
Draft, review, and negotiate contracts, including tenancy agreements, maintenance contracts, and vendor agreements
Ensure compliance with contractual obligations, regulatory requirements, and industry standards
Monitor contract performance, manage variations, and handle dispute resolution with contractors and suppliers
Work closely with legal and finance teams to mitigate contractual risks
Quantity Surveying & Cost Control
Conduct cost estimation, budgeting, and financial planning for dormitory projects (construction, renovation, and maintenance)
Manage procurement processes, including tendering, evaluation, and awarding of contracts
Perform cost analysis and value engineering to optimize project expenses
Track and monitor project expenditures to prevent cost overruns and ensure financial efficiency
Vendor & Stakeholder Management
Establish and maintain relationships with contractors, suppliers, and service providers
Negotiate terms and pricing to achieve the best value for the company
Monitor contractor performance to ensure adherence to contract terms and service quality standards
Coordinate with internal teams to align contract management with business objectives
Risk & Compliance Management
Identify and mitigate contractual risks, ensuring compliance with Singapore’s regulatory framework (BCA, MOM, etc.)
Implement internal controls and best practices for contract governance
Handle claims, disputes, and contract termination procedures in accordance with legal guidelines
Reporting & Documentation
Maintain an organized database of contracts, agreements, and financial records
Prepare reports on contract performance, cost savings, and procurement activities for management review
Provide insights on market trends, material costs, and competitive pricing to support strategic decision-making
Requirements
Bachelor degree in Quantity Surveying (QS), Construction Management, or a related field.
Minimum 7 years of experience in contract management, procurement, and QS-related functions, preferably in the dormitory, real estate, or construction industry
Strong knowledge of contract laws, cost estimation, and tendering processes in Singapore
Familiarity with BCA, MOM, and relevant dormitory regulations
Excellent negotiation, communication, and stakeholder management skills
Attention to details and ability to manage complex documentation
Proficiency in cost management software and Microsoft Office applications
