Who we are:

The Product Strategy Office’s mission is to maximise GovTech’s resources to solve the most impactful problems, effectively and efficiently. We define GovTech’s overall product strategy, catalyse the setup of key programmes that solve national-level priorities and implement the processes and mechanisms to identify key problem areas and review products/programmes in terms of their effectiveness, efficiency and iterative speed.

This role reports to the Director of Product Strategy Office and offers a rare opportunity to shape GovTech's product direction in driving strategic initiatives that advance Singapore's Smart Nation agenda.

What you will be working on :

The candidate will be involved in:

• Product Strategy Development and Execution

  • Own end to end strategy for key areas and drive alignment with senior leaders across multiple teams including tech, policy and business

  • Develop key metrics to measure impact against problem areas, product effectiveness, efficiency and iterative velocity, across GovTech’s product portfolio, to inform resource allocation

  • Identifying key problems and blockers against product strategy, such as (i) setting up a process to define the impactful problem areas to solve for; and (ii) removing barriers to product adoption

• Strategic Programme Set Up and Execution

  • Identify key problem areas of national priority and catalyse the set up of programmes to tackle these areas. This includes working with teams to align on the problem statement, set the north-star metric, overall direction and R&Rs

  • Guide teams in developing frameworks for consistent and quality product development and review methodologies

  • For selected programmes, you will drive it as the Product Lead, leading product teams towards the north star. This would include defining the product vision, roadmap, strategy, project planning and execution and performance monitoring

  • This is to (i) ensure the execution from strategy to implementation; (ii) tighten the feedback loop to improve strategy; and (iii) translate product best practices within the programme to ensure product excellence & innovation

• Product/Programme Reviews

  • Drive reviews and recommendations for GovTech's products, getting alignment from management and product teams

  • Establish frameworks to measure and improve product success

What we are looking for:

• 8 – 12 years’ experience in digital product management, with a track record of leading complex product initiatives across multiple product teams

• PM knowledge, especially in terms of articulating the impact of the problem and root cause, setting the right vision and success metrics, and discerning realistic technical requirements. Experience in enterprise, backend and data products a plus

• Hands-on, with end-to-end ownership of the problem. Energised by large, ambiguous problem spaces and able to independently break it down into workable chunks

• Strong communicator in written, slides or spoken form, with proven skills in influencing multiple senior stakeholders and teams without direct authority

• Interest in guiding a young team and the larger organisation in the PM skillset

• Entrepreneurial, corporate/business strategy, government experience a plus
